- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate solicitation will not be issued.� (i) The solicitation number is 95332422Q0043. This solicitation is issued as a request for quotations (RFQ). (ii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07 (effective August 10, 2022). (iii) This solicitation is�not�a set aside. (iv) Contract line item number(s) are included in Section B of the solicitation.� Specific items, quantities, and units of measure will be identified at the call order level. (v) The Millennium Challenge Corporation (MCC) is seeking to award Blanket Purchase Agreements (BPAs) to up to three qualified firms (�BPA holders�) who can rapidly respond to call orders for the recruitment of personnel for MCC compact or threshold program Accountable Entities worldwide � in current and future eligible countries. As part of this solicitation, MCC also seeks to award the first call order against the BPA for recruitment efforts for MCA-Timor-Leste and MCA-Indonesia II. See Attachment J.1. of this solicitation for the Call Order 1 Statement of Work (SOW). (vi) The BPA period of performance is included in the solicitation document. Specific deliverable dates, places of delivery/performance, and acceptance and delivery terms will be identified at the call order level, as applicable. (vii) The provision at FAR 52.212-1, Instructions to Offerors � Commercial Products and Commercial Services, applies to this acquisition. Addenda are included in the solicitation. (viii) The provision at FAR 52.212-2, Evaluation � Commercial Products and Commercial Services, applies to this acquisition. The following evaluation criteria are hereby included in paragraph (a) of the provision: Technical Capability; Technical Response to Call Order 1; Past Performance; and Price. (ix) The clause at FAR 52.212-3, Offeror Representations and Certifications � Commercial Products and Commercial Services, applies to this acquisition.� The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM), accessed through https://www.sam.gov.� If the Offeror has�not�completed the annual representations and certifications electronically, the Offeror shall complete paragraphs (c) through (v) of this provision. (x) The clause at FAR 52.212-4, Contract Terms and Conditions � Commercial Products and Commercial Services, applies to this acquisition.� The basic clause will apply to any firm-fixed price call orders, while Alternate I will apply to time-and-materials and labor-hour orders.� Addenda are included in the solicitation. (xi) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Products and Commercial Services, applies to this acquisition. See Section I for the additional FAR clauses that are applicable to this acquisition. (xii) The contracting officer has determined that additional terms and conditions (MCC-specific clauses) are necessary for this acquisition. However, the terms and conditions are consistent with customary commercial practices. (xiii) The Government intends to conduct this procurement through a multi-phased submission and evaluation process that will result in a multiple-award BPA and award of the first Call Order.� Each quotation submitted in response to this solicitation shall be prepared as three (3) electronic Volumes submitted in two (2) phases. See Section L for Phase I and Phase II submission instructions. (xiv) All quotes must be provided in electronic format.� The submission deadline for Phase I (Volume 1) is Friday, October 14, 2022 at 5:00pm Eastern Time (ET); quotations must be sent to Ms. Safaa Abdelrahim at abdelrahimsa@mcc.gov and Ms. Jacqueline Naranjo at naranjoj@mcc.gov. For Phase II (Volumes 2 and 3), the submission due date will be specified in the advisory notification. Questions regarding the solicitation must be submitted in writing via e-mail to abdelrahimsa@mcc.gov and naranjoj@mcc.gov no later than Wednesday, September 28, 2022 at 5:00pm Eastern Time (ET).
