This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. �This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. � � Synopsis/Solicitation N0017823Q6618 is issued as a Request for Quotation (RFQ). �The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation as indicated in the attached SF18. �The SF18 form is being utilized to generate the applicable clauses from the Standard Procurement System. � This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to award on a Sole Source basis to ETS Lindgren for the following manufactured products: ETS Lindgren is located in Cedar Park, Texas. Part #�� �Description�� �Qty ��� � �� �� HI-6006�� �Probe, E-Field, 100kHz-6GHz�� �1 HI-6053�� �Probe, E-Field, 10MHZ-40GHZ�� �1 HI-2200�� �RF Survey Meter�� �6 HI-E100 �� �Probe, E-Field�� �6 Calibration�� �ISO 17025 to include the Uncertainty Bands�� �6 The existing equipment is broken, outdated, and no longer supported by the manufacturer. The new equipment will be a direct replacement to support test activities and have the capacity to measure the Navy�s latest missile defense radar systems. Proprietary rights limit competition. The replacement procured must be compatible in all aspects (form, fit and function) with the existing ETS-Lindgren hardware and software already in use in the laboratory. The Government has invested time on the evaluation, selection and data collect for this particular brand. Selection of an alternate brand would cause the Government to incur additional time estimated at 240 Direct Productive Person Hours (DPPH) performing additional equipment evaluations and developing new test procedures to support other brand name products, which is used to reduce test time and improve measurement accuracy. In addition to the 240 DPPH, personnel would need to learn how to configure, secure, test and troubleshoot any problems with another brand name product prior to purchasing the components, which will ultimately lead to major delays in testing and data collection. The Government has already invested approximately $350,000 and procurement of a different brand/model would not be recouped through full and open competition.� Please include shipping/freight cost to Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. �The order shall be firm fixed price. �� All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. �The completion and submission to the Government of an offer shall indicate the Offeror�s unconditional agreement to the terms and conditions in this solicitation. Offers may be rejected if an exception to the terms or conditions set forth in this solicitation is taken. At time of proposal submission please submit any historical data and published pricing. �Award will be made based on Lowest Price Technically Acceptable.
