- This is a SOURCES SOUGHT SYNOPSIS; Market research purposes only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. The intent of the announcement is to identify sources that are qualified Small Business concerns, including Small Business, Small Disadvantaged, Women Owned, and Veteran Owned firms for a Base Indefinite Delivery, Indefinite Quantity (IDIQ) for the National Weather Service Central Region, National Oceanic and Atmospheric Administration (NOAA) and are capable of performing construction services described herein. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The Government proposes to issue a Firm-Fixed-Price type contract for this requirement. It is the Government's intent to issue a Firm Fixed Price Indefinite Delivery, Indefinite Quantity type contract whereby task orders will be issued to service 23 Weather Forecast Offices (WFO) throughout a 11-state eastern region (Massachusetts, Maine, New Jersey, New York, North Carolina, Ohio, Pennsylvania, South Carolina, Vermont, Virginia and West Virginia). The National Weather Service (NWS) requires a full range of general facilities construction services to be performed on these facilities.� These services include, but will not be limited to: the installation, repair, modification and rehabilitation of Automated Surface Observing Systems (ASOS); Antenna Tower installations from 30 feet to 100 feet;�lightning protection system installations; fiberglass dome installation, restoration, sectional manufacturing and removals; installation, repair, modification and maintenance of hydrometeorological data collection and communications equipment, hardware and software; work related to electrical branch circuitry; engineering & design services as well as excavation, trenching, grading, drainage and landscaping. See the attached Performance Work Statement (PWS) for additional information. Based on funding availability, the Government will issue firm-fixed-priced task orders to perform these services as needed. The IDIQ contract will be for five years, with an estimated capacity of $9,900,000. The estimated cost to complete the five-year service requirements per office location is to be determined. Prior experience with construction work of similar size and scope will be required. The applicable North American Industrial Classification System (NAICS) Code for this acquisition is 236220 - Commercial and Institutional Building Construction. The Small Business Size Standard for this acquisition is $39.5 Million. A vendor�s response to this synopsis shall be limited to ten pages and shall include the following information: 1. Firm's name, address, point of contact, phone number, and email address. 2. Firm's interest in bidding on the solicitation when it is issued. 3. Firm's experience with general facilities construction services on similar facilities.� Include comparable work performed within the past five years, brief description of the contract, customer name, timeliness of performance, customer satisfaction, and dollar value of the requirement) provide at least three examples. 4. Firm's experience with covering a multi-state region and how you have maintained a consistent quality and professional workmanship servicing a multistate region. 5. Firm's experience with managing multiple projects simultaneously. 6. Firm's type of business and business size. 7. Firm's Joint Venture information, if applicable existing and potential. 8. Firm's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars.)
