- ***The Department of the Navy, Naval Information Warfare Center, Pacific (NIWC Pacific) will be soliciting the subject requirement via Seaport �NxG. *** The Department of the Navy, Naval Information Warfare Center, Pacific (NIWC Pacific) intends to issue solicitation No. N6600123R0009 for the award of a single award Indefinite-Delivery Indefinite-Quantity (IDIQ) Cost Plus Fixed Fee (CPFF) contract for training services to tactical afloat shipboard, ashore and submarine Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR), Manpower, Logistics and Business systems. Services are required to provide support for Manpower, Personnel and Training, Front End and Training Situation Analysis, develop and implement training solutions, schedule fleet training, and provide solutions for Technical Training Equipment design and installations. Additionally, services will be required to provide assessments of current training solutions and provide recommendations based on research and analysis Code 43120 at NIWC Pacific. A market survey to determine small business capability was posted on NAVWAR e-Commerce Central on 13 July 2022, entitled Market Survey for Training support Group (TSG) Training Support. After thorough review of the small business respondents� capabilities, NIWC-PAC intends to solicit the requirement and compete it as a 100% Small Business Set-Aside. The NIWC-PAC Small Business Office (SBO) concurred with the acquisition strategy decision on 19 September 2022. The North American Industry Classification System (NAICS) Code is 541330 Engineering Services (Except Marine Engineering and Naval Architecture) and the Small Business Size Standard is $41,500,000. The Product Service Code (PSC) for this contract is U008 Training/Curriculum Development, which is a Knowledge Based Service (KBS). The security requirement for this tasking will be referenced on the Request for Proposal (RFP). This requirement is a follow-on to a Multiple Award Contract (MAC) IDIQ contracts awarded to: N6600117D0213 (Serco Inc.), N6600117D0214 (HII Mission Driven Innovative Solutions), N6600117D0215 (Del Rey Systems & Technology Inc.) and N6600117D0216 (Mantech Advanced Systems International). NIWC Pacific anticipates that the solicitation will be released early October 2022. The solicitation will only be available electronically. Electronic copies of the solicitation may be obtained on the NAVWAR E-Commerce website at https://e-commerce.sscno.nmci.navy.mil under NIWC Pacific ""Open Solicitations."" A Bidders Mailing List will not be established. Hard copy versions of the RFP and any subsequent amendments, if applicable, will not be provided. Matters posted on the web site are not terms of the solicitation unless the solicitation is written or amended to include such matters.
