- The James H. Quillen VA Medical Center (JHQVAMC) Lamont and Veterans Way, Mountain Home, TN 37684 has a requirement to Install Lightning Protection & Grounding Systems - Project 621-23-109. The contractor shall furnish all labor, material, equipment, and supervision necessary to accomplish the work for Project 621-23-109 - Install Lightning Protection & Grounding Systems in accordance with the specifications and drawings. The scope of work for this project includes installing new lightning protection and ground systems on the buildings defined in the contract documents at the James H. Quillen VA Medical Center located at Mountain Home, TN. This work will include, at a minimum: 1. The demolition of lightning protection systems, where existing, on the buildings defined in the contract documents. 2. The installation of new lightning protection systems, including installing new and utilizing existing down conductors, where identified in the contract documents. 3. Installation of new ground rods and ground grids, where identified in the contract documents. 4. Installation of new ground bus bars at the service entrances of each building. 5. Installation of surge protective devices on the service entrance panels of each building. 6. Trenching and directional boring for the installation of new ground grids, where identified in the contract documents. 7. UL master label certification for all new lightning protection systems. 8. All selections of materials shall be in compliance with applicable standards and codes described in the VA Program Guides & Design Specifications and shall be determined in coordination with the COR. The period of performance for this project is 548 calendar-days after receipt of a Notice to Proceed. This will be a 100% set-aside for Service-Disabled Veteran-Owned Small Business concerns under the authority of 38 U.S.C section 8127 (d). NAICS code 238210, Electrical Contractors and Other Wiring Installation Contractors. The small business size standard is $16.5M. The estimated range of construction is Between $2,00,000 to $5,000,000. This requirement will be procured per Federal Acquisition Regulation (FAR) Part 14.101 - Sealed Bidding. The solicitation is expected to be posted on or around November 3, 2022 and close on or around December 6, 2022. This requirement is a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns under the authority of 38 U.S.C ยง8127 (d). Only those SDVOSB s listed and viewable in the Center for Verification & Evaluation (CVE) database located at https://www.vip.vetbiz.gov/. The CVE database will be checked at the time of offer submission as well as prior to award. All offers must also have an active listing in the System for Award Management (SAM) database. The awarded contractor must also submit evidence of enrollment with VETS4212. In addition to the requirements as set forth in the solicitation notice (to be issued), the proposed contractor must also be determined responsible in accordance with FAR Part 9. The Contracting Officer will determine responsibility prior to any award being made. The Project number, Project Name and Solicitation Number must be included in the subject line of all questions related to this requirement.
