- USAFE-AFAFRICA Persistent Adversary Air (ADAIR) Program United States Air Forces Europe � Africa (USAFE-AFAFRICA) has a need for implementing a Persistent ADAIR program in the European theater. The ADAIR service will provide realistic advanced adversary air threats from industry sources to support pilot combat readiness training. Currently we are in the market research phase of our acquisition, and the below questions are integral to understanding what capabilities industry possesses to determine our ultimate path forward. RFIs for Persistent ADAIR Can you provide at a minimum, six (6) 3rd Gen or higher fighter-type aircraft to support U-A Adversary Air (ADAIR) requirements between 1450-2300 Adversary Air Support (AAS) sorties per year? Do you have a team and infrastructure to support Adversary Air Support (AAS) services to include aircraft maintenance, support equipment, quality assurance, quality control, and program and contract management support? What is your prior experience with �civil� and �state� aircraft operations within the U-A region of influence? Do you have prior experience with transitioning between operating as �civil� and �state� aircraft? Do you have existing corporate processes to support the administrative aspects required to operate your aircraft under the �state� designation in the U-A AOR? Do you have experience working with NATO allies? Of the minimum 6 aircraft provided, does the Contractor have existing capabilities consisting of:� AESA/IRST/Link-16/Electronic Attack etc. capabilities available at the start of operations, or would a plan for aircraft upgrade that is subject to final approval by U-A need to be submitted? Do all the aircraft submitted for the contract have the appropriate Airworthiness Certification for the required capabilities? �From what certification authorities? Does the Contractor currently possess an Authority to Operate (ATO) from any OCONUS CAA/MAA/State flight authorities? Does the Contractor have prior experience co-locating OCONUS with USAF Fighter Wings; to include operating under host nation environmental requirements; full basing, logistics, and operations capability? What is the Contractor�s experience with hiring personnel for OCONUS operations? Are all contractor employees currently US citizens with the ability to obtain TS/SCI to support operational briefing and debriefing capabilities?� If not, what is your plan to hire and train US citizens to fulfill the requirements of a contract to support U-A? Do you have the ability to integrate two-way data links to ensure future capability to fully engage in a �blended� environment? I.E. Flying your aircraft as part of an integrated live, virtual and constructive adversary capability?
