Description
The following is a Sources Sought Notice. The Government is seeking to identify qualified sources under North American Industry Classification System (NAICS) 237990, Other Heavy and Civil Engineering Construction. This Sources Sought announcement is for market research information only and is to be used for preliminary planning purposes. No proposals are being requested and none will be accepted in response to this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS, AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE, nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any cost incurred in preparation of a response to this notice. The U.S. Army Corps of Engineers (USACE), New Orleans District is seeking sources for a project entitled WSLP-105 Perrilloux Drainage Structure and Levee in St. John the Baptist, Louisiana.� This information will be used to develop an acquisition plan for this contract to construct 3 miles of levees and and a drainage structure with four 10�x10� sluice gates with a sill elevation of -5 ft.� The North American Industry Classification System (NAICS) code is 237990 Other Heavy and Civil Engineering Construction. The Rough Order of�the Magnitude of the project is between $25M and $100M. This sources-sought announcement is a tool to identify small businesses with the capability to construct this contract of the West Shore Lake Pontchartrain Project.� This is not a solicitation.� Firms who respond to this announcement by submitting complete, accurate, and up-to-date capability information will allow the New Orleans District to determine if there are small businesses that can fulfill the requirements of the West Shore Lake Pontchartrain Project. A) Name of firm with address, phone, and point of contact. B) Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work.� The SOC should address the specific requirements for each feature in Appendix A for which the respondent desires to demonstrate a capability of work.� The types of features are levees and a floodwall and drainage structure.� You are required to address both types of work. C) CAGE Code and UEI number. Submit this information to Cori Caimi at Cori.A.Caimi@usace.army.mil.� Your response to this notice must be received on or before 11:00A.M. on Thursday, November 3, 2022.� To arrange to submit large files, send an email to Cori.A.Caimi@usace.army.mil requesting access to DoD SAFE.� Please provide the name, phone number and email address of the person who will be uploading the documents to the DoD SAFE site.� An email will be generated by DoD SAFE with a link to site to upload documents.� Please make note, the link expires after 7 days.� It is recommended that a link be requested when documents are ready to submit. Summary Scope of Work: The purpose of this solicitation is to determine potential construction sources that could be used for the WSLP-105 Project. Features of work include construction of 3 miles of levees, floodwalls, and a drainage structure featuring four 10�x10� actuated gates.� The total levee construction is approximately 267,000 tons of sand and 750,000 cubic yards of clay material.� This construction contract is currently scheduled to be advertised in the 4th quarter of 2022.� Construction of this WSLP project is scheduled to be complete by 2026. �Once the Sources Sought submittal period is over, the New Orleans District will use this capability information to develop an acquisition plan that supports our small business goals. Specific Requirements required to be addressed in Statement of Capability General Questions: (required by all respondents) What is your firm�s Construction Bonding Level (per contract)?� What small business social economic categories, if any, do you qualify for? If this requirement was to be solicited on SAM.GOV, would you respond with a bid? Will you be partnering or forming a joint venture? Can you meet the limitations for subcontracting on construction? Levee Construction 1. Describe capability and experience transporting, processing, compacting, and testing clay materials in quantities over�50,000cy. 2. Describe capability and experience with placing sand or clay on soft, marshy soils in south east Louisiana. 3. Describe capability and experience averaging 2,000 cy of embankment placement of clay material a day. Floodwall/Structures Construction 1. Describe capability and experience driving H-piles piles greater than 60 feet in length. 2. Describe capability and experience installing steel sheet pile cofferdams 3. Describe capability and experience with dynamic load testing (PDA testing)
