- UPDATE as of 10/18/2022 The solicitation is now anticipated to be released in the October-November 2022 timeframe. This is a synopsis for noncommercial items prepared in accordance with FAR 5.204 as supplemented with additional information included in this notice. The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) has a requirement for build-to-performance first article and production High Frequency Sail Array (HFSA) Sonar Windows and build-to-print first article and production Acoustic Test Panels and Sub-Element Test Panels.� Award of a single, firm fixed-price (FFP) five-year indefinite delivery/indefinite quantity (ID/IQ) contract for first article and production HFSA Windows that meet the performance requirements of the performance specification and first article and production Acoustic Test Panels and Sub-Element Test Panels manufactured in accordance with their respective drawings is anticipated. Contract Line Items (CLIN) are anticipated as follows: CLIN 0001 � First Article Units CLIN 0002-0005 � Production HFSA Window (Window Variant per CLIN) CLIN 0006 � Production Acoustic Test Panel CLIN 0007 � Production Sub-Element Test Panel CLIN 0008 � Data IAW CDRLs This is a follow-on contract to N66604-15-D-0449 awarded to Goodrich Corporation (CAGE code 0BBK9). This procurement will be solicited as unrestricted as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). All work will be at the contractor�s facility. A DD Form 254 is applicable to this requirement.� The level of Facility Security Clearance required is Confidential. The level of safeguarding for classified information/material required at contractor facility is Confidential. Organizational Conflict of Interest applies. Pass/Fail Requirements will be 1) Plan for Obtaining Personnel Clearances, 2) Facility Clearance, 3) Organizational Conflict of Interest (OCI) Mitigation Plan, if OCI is applicable, and 4) Small Business Participation (the Government's Small Business Participation objective for this contract is 20%).� Award will be made based on Best Value-Trade Off. �The evaluation factors for award will be technical capability, past performance and price. �Specific evaluation criteria will be outlined in the solicitation. A Small Business Subcontracting Plan will be required from all offerors except small business offerors. Offerors must be registered in System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. �Instructions for registration are available at the website. The anticipated release date of the solicitation, N6660423R0026, is expected to be in the October-November 2022 timeframe. �The closing date for receipt of proposals will be established in the solicitation, but is normally 30 days from solicitation release date.� Additional details will be released upon issuance of N6660423R0026. A draft Statement of Work, HFSA Window Performance Specification, Acoustic Test Panel Drawing, Sub-Element Test Panel Drawing, and other applicable technical documents are included as attachments. The performance specification, drawings, and other technical documents are export controlled/critical technology and therefore, restricted/controlled. �Joint Certification Program (JCP) certification (DD Form 2345) is required to access these documents. Access to these documents must be requested via SAM.gov by the Data Custodian listed on the company�s DD Form 2345 (provide the company CAGE code when requesting access). �Verification will be made that the company has an active JCP Certification status (active, non-expired DD Form 2345) before access is granted to the documents. �Access will only be granted to the Data Custodian listed on the company�s DD Form 2345. Information on the Joint Certification Program can be found at https://www.dla.mil/Logistics-Operations/Services/JCP/ REMINDER:� It can take days/weeks to obtain a DD Form 2345.� Please review your DD Form 2345 to ensure that it is not nearing expiration.� Coordinate early to obtain an extension using the instructions on the JCP website.
