Description
NOTICE OF INTENT TO SOLE SOURCE: The Department of Veterans Affairs Network Contracting Office 4, 1010 Delafield Road, Pittsburgh, PA 15215, intends to award a sole source Firm-Fixed-Price Contract to PROAIM Medical Incorporated for the provision of the delivering equipment for three (3) Erbe Argon Plasma Coagulation Units and three (3) Erbe VIO 3 Electrosurgical Units and its accessories. located on site at the Lebanon VA Medical Center, 1700 South Lincoln Avenue, Lebanon, PA 17042. These units offer the following capabilities: The Erbe Argon Plasma Coagulation Unit is a monopolar electrosurgical procedure in which electrical energy is transferred to the target tissue using ionized and, thus, conductive argon gas (argon plasma), without the electrode coming into direct contact with the tissue. In contrast to laser technology procedures, the transfer of energy between the electrode and the tissue occurs in accordance with electrophysical laws (electrical field), and not the laws of optics. The argon plasma follows the path of least electrical resistance, regardless of whether the tissue lies directly in front of the electrode or lateral to it, and regardless of the direction of the flow of the argon gas. This device delivers a non-contact technique which never comes into direct contact with tissue. The ERBE VIO Offers optimal support during the initial cutting or coagulation stage, especially low contact impedance situations, allowing the electrode to start in contact with target tissue without delay. The equipment components that shall be delivered for this system are as follows: 1) ERBE Argon Plasma Unit (3 each); 2) ERBE APC Pressure Reducer with Sensor (3 each); 3) ERBE VIO3 Electrical Surgical Unit (3 each); 4) ERBE VIO 3, Two Pedal Footswitch (3 each); 5) ERBE Monopolar Cable MO 3 PIN, OD 3MM Socket (3 each); and 6) ERBE Monopolar Cable MO 3 PIN, OD 4MM Socket (3 each) . This contract action is for supplies for which the Government intends to solicit from a single source under the procedures in FAR 13.106-1(b) used in accordance with 48 CFR 13.106-1. Interested parties may identify their interest and capability to respond to the requirement or submit quotes. The North American Industry Classification System (NAICS) for this requirement is 339112 with a small business size standard of 1,000 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible sources may identify their interest by submitting capability information by 4:30 P.M., EST, on Tuesday, October 25, 2022, in order to establish the ability of the source to meet this requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs associated with the preparation of responses to this notification.
