- DISCLOSURE: This is a Request for Information (RFI) notice only. This is not a Request for Proposal (RFP) and a formal solicitation is not available at this time. This RFI is for informational planning purposes and it is not to be construed as a commitment by the Government to issue an RFP, contract, or order for any actual procurement of materials, machinery, supply or service. The Government will not pay for any effort expended or any material provided in response to this announcement. All costs associated with responding to this RFI are solely at the responding parties' expense. This RFI is open to all interested parties both foreign and domestic.� Should an RFP for production be issued, boat designs which originate outside the U.S. are permitted as long as the prime contractor can meet all domestic United States manufacturing and solicitation requirements.� Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative because of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. Specific responses to the approaches will not disqualify or have an impact on participation and evaluation on future solicitations. No specific information is required in response to this RFI; however, interested parties may respond and indicate interest as desired. PURPOSE: The Naval Sea System Command (NAVSEA) is hereby issuing an RFI on behalf of the USN & FMS Boats & Craft Program Office (PMS 300), searching for potential qualified, certified Small Business Administration (SBA) 8(a) sources to provide, installation, refurbishment, upgrade, and engineering design support for waterfront security barriers systems at various naval activities worldwide.� The Contractor shall provide all personnel, management, tools, materials, supervision, general and specialized equipment, clothing and other items and services necessary to perform the work. All interested SBA 8(a) participants shall include confirmation that at least 50% of effort will be performed by the 8(a) participant, per FAR 19.809-2 Limitations on subcontracting and nonmanufacturer rule."" The intent of the requirement includes but not limited to: - Passive Waterfront Barriers - Active Waterfront Barriers - Port Security Barriers - Mooring Systems - Miscellaneous waterfront security systems The majority of tasks under this requirement are sensitive to National Security. All contractor personnel must US citizens in good standing.� All personnel must be able to obtain a favorable suitability determination based on a National Agency Check w/ Local Agency Checks and Credit Checks (NACLC). All contractor employees and sub-contractors working on project sites are required to be US citizens in good standing with clean records. Many locations require all employees working on-site to pass a background investigation (e.g., check of National Law Enforcement databases, interviews, etc.) before being granted site access. The purpose of this synopsis is to identify interested/qualified Small Business Administration (SBA) 8(a) certified companies to determine if a set-aside is warranted.� The applicable North American Industry Classification Code (NAICS) is 488310 (Port and Harbor Operation), which has a small business size standard of $38.5 million. The Navy plans to award a 10-year IDIQ contract in FY23 3rd QTR for in support of the following regions (not limited to); CNR Japan CFA Yokosuka CFA Sasebo CNR Marianas (Guam) NAVBASE Guam Inner Harbor CNR Hawaii Joint Base Pearl Harbor - Hickam CNR Northwest NS Everett NAVMAG Indian Island NAVBASE Kitsap Bangor Bremerton CNR Southwest NAVBASE San Diego NAVBASE Point Loma NAVBASE Coronado CNR Southeast NSA Charleston NAVBASE Kings Bay NS Mayport NOTU Port Canaveral CRN Mid-Atlantic NAVSTA Norfolk Portsmouth NS USS Constitution (Boston) NAVBASE New London Norfolk Naval Shipyard CNR EURAFSWA NSAND Gaeta NAS Sigonella NSA Souda Bay NAS Rota DESCRIPTION: PMS 300 has a follow-on requirement from Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) for Barrier, Mooring and Marine Facility support.� Under this contract, the contractor shall provide project execution, logistic support and project management services to PMS 300.� The emphasis of the required support will be for logistical support, fabrication, installation, inspection, refurbishment, development, and field supervision/operation of waterfront barriers, associated moorings, WSB, and related marine facilities worldwide.� This support may be required in the form of a very limited effort for small logistics requirements at a particular site or for complete contractor-provided project management, acquisition and installation services.� The support will be provided primarily to the waterfront security barrier, moorings and WSB product lines.� Typical project execution support could include fabrication, installation, sustainment, and refurbishment of waterfront security barriers, associated moorings, and underwater security and response systems both surface and sub-surface.� Typical logistics support requirements could include fabrication of mooring or barrier components.� Engineering and design support of WSB development and installation will be required as well as prototyping and testing of improved system and ancillary components.� Acquisition, installation, and evaluation of Commercial off the Shelf (COTS) products may be required.�� RESPONSES & SUBMISSION OF INFORMATION: Interested parties are free to submit any information which may assist the Navy in its market research. Respondents are responsible for properly marking and clearly identifying proprietary information or trade secrets contained within their response. �The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. �Information provided shall be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider.� Please do NOT provide classified information or use the marking �CONFIDENTIAL� as this marking is considered classified by the Government which would require special handling of the information.
