- Description
- Under the authority of FAR 8.405-6(a)(1)(i)(B), the National Geospatial-Intelligence Agency (NGA) intends to Limit Sources, by issue a modification to Marathon TS (Freedom Consulting Group)�for the Foundation GEOINT Core Development Team (Foundation CDT) contract, to extend the current contract for up to 18 months (one-year base, one six-month option period). This will allow sufficient time to complete necessary work, without which would put the Government at risk, while also allowing for the solicitation, award, and transition period of a follow-on contract. The Foundation CDT contract, providing the development, deployment, integration, and sustainment of dissemination capabilities for FGDRT and GPM systems�were competitively awarded in September 2019, as a small business set-aside GSA/FSS task order to Marathon TS, Inc., 21145 Whitfield Place, Suite 106, Sterling, VA 20165. NGA believes Marathon TS (Freedom Consulting Group) is the only source reasonably available to satisfy the requirements. Pursuant to FAR 8.405-6(a)(1)(i)(B), �Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.�� The modification to extend the support services providing under the Foundation CDT contract is to support systems engineering efforts providing enhancement of existing capabilities that enable the technical evolution for the continuation of software development for FGDRT and GPM, and provide for a coordinated transition for the follow-on contract. The performance of work requires technical expertise and experience in Software Engineering, DevOps Engineering, and Program Management. The period of performance for this requirement will be for an extension of 12-months with a possibility of a six-month option period. This notice is in accordance with FAR Subpart 5.2, and is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation in sufficient detail, which shall be considered by the NGA. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
