- Pre-Solicitation Notice Scenic Byway Creek Fire Road Repairs � Phase 2, Sierra National Forest Site Visit Interested vendors may arrange to view the site by contacting Pablo Gonzalez at (559) 392-0423 or pablo.gonzalez@usda.gov or at the Sierra National Forest Office, 1600 Tollhouse Road, Clovis, CA 93611, between the hours of 8:00 AM and 4:00 PM, Monday through Friday, except Federal holidays. Some of the road requiring repair is above 8,000 feet and may have snow accumulation starting in October that might affect access to the road. Interested vendors are encouraged to view the site as soon as possible to avoid chances of inclement weather. Description of Work Project consists of furnishing all labor, materials, equipment, tools, transportation, incidentals, inspection, quality control and supplies necessary to repair 42.35 miles of Minarets Road: Clean and recondition the culverts and all other drainage structures along the road. Place approximately 15 Tons per mile of base rock to improve the surface and drainage on turn outs along the project area and place approximately 20 Tons per mile of HMA to repair potholes per the specification. Prepare the road to crack seal the road surface, place a double chip seal for 42.35 miles, the first pass should only be applied to the travel way and the second pass should be applied to the travel way and shoulder areas. The double chip seal includes Mile High vista point and Arch Rock parking areas, see drawings for details. The area of both parking area has been included on the quantity of crack sealing and double chip seal. Install concrete curb stops at Mile High and permanent pavement markings along the road and Arch Rock. The awarded contractor shall, without additional expense to the government, be responsible for obtaining any necessary licenses, permits, which comply with any federal, State, and municipal laws, codes, and regulations applicable to the performance of the work. Project drawings will be provided as attachments to the Invitation for Bid (IFB). Project Location Travel East from North Fork, CA on Country Road 225 for approximately four point four (4.4) miles until Minarets, continue traveling East for five (5) miles until reaching the start of this project. Contract Time The anticipated project performance period for this project is 60 days, including delays for weather, locating, transporting supplies and materials, and final project inspection and site cleanup. Anticipated Schedule for solicitation, award, and completion of project is as follows: IFB Posted: November 1, 2022 IFB Close: November 30, 2022 Bid Opening: December 1, 2022 Construction Start: April 1, 2023 (depending on road conditions) Magnitude Per FAR 36.204, the magnitude of the project is between $1,000,000 and $5,000,000. This requirement is being solicited as a Total Small Business set-aside, under North American Industry Classification System (NAICS) code 237310 � Highway, Street, and Bridge Construction, with a Small Business Size Standard of $39.5M. The Forest Service intends to award one (1) Firm-Fixed-Price (FFP) contract resulting from this solicitation. � All interested vendors must be registered in the System for Award Management (SAM) database at SAM.gov | Entity Registrations before award of contract; failure to register in the SAM database may cause your firm to be ineligible for award and removed from consideration. Interested vendors must obtain complete solicitation package on SAM.gov, copies will not be mailed from the Contracting Office. All amendments will be posted on SAM.gov and vendors will be solely responsible for viewing the solicitation posting in SAM.gov for amendments to the IFB. This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any proposal preparation costs.
