Description
The U.S. Department of the Interior (DOI) Office of Collaborative Action and Dispute Resolution (CADR), established in October 2001, is located within the Office of the Secretary under the Assistant Secretary for Policy, Management and Budget (PMB) of DOI. The CADR office is seeking to contract for services that would allow DOI to better utilize public participation, collaborative problem-solving and alternative dispute resolution processes to prevent, manage, and resolve external conflicts. The place of performance may be at any one of the 1,900 U.S. DOI locations across the United States, Puerto Rico, Virgin Islands, U.S. Territories, and Freely Associated States. See the attached draft Performance Work Statement (PWS) for details. This is a recompete of the current five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract 140D0418D0007 that was awarded to Kearns & West, 233 Sansome St., Suite 400, San Francisco, CA 94104-2305. It is anticipated that the Request for Proposal (RFP) will be posted during the second quarter of Fiscal Year 2023 (FY23); and the award will be issued by July 2023. It is anticipated that the new award will be issued as a single award IDIQ with a five-year period of performance and include a possible six-month option, and a $75 million total maximum ordering threshold. The planned NAICS code is 541990 � All Other Professional, Scientific, and Technical Services. The planned PSC code is R499 � Support Professional � Other. Interested parties are encouraged to respond to this notice via email to Jamie Gregar at jamie_gregar@ibc.doi.gov no later than the response date and time listed on this notice. Include the following your email subject line, �External CADR Recompete�, in your email correspondence. The Government will provide acknowledgement of the email within 48 business hours. If receipt is not received, please double check the email address. Please include the following in your response, not to exceed five total pages. 1. Your interest in submitting a proposal in response to this requirement. 2. Your business name, address, point of contact information, and business classification. 3. Capability statement focused on your capabilities and recent experience to perform the requirement described in the attached draft PWS. 4. Provide a percentage from 0 � 100 to indicate how much of the work your company plans to provide as the prime contractor verses how much of the work your company plans to subcontract out to other companies. 5. If your company has a GSA Schedule, please provide the GSA Schedule number.
