Contracting Officer s Technical Representative (COTR). Contract Title. Hydropac/Lab Products Master Carton consumables supply contract for the VA Puget Sound Health Care animal research facility. 3. Background. We seek to have a sole source Hydropac/Lab Products Master Carton consumables supply contract so that we can have a regular reliable and economical source sterile valves and Hydroseal pouch film for our Hydropac machine at the VA Puget Sound Health Care System, Seattle Division. The Hydropac system is a mobile automatic packaging machine designed to produce and fill pouches with facility supplied drinking water. A specially formulated plastic film (the Hydroseal pouch film) is fed through the machine to allow for two distinct pouch water volume capabilities, 8 or 13 ounces, for mice or rats. The sterile valves, specifically made for the Hydropac pouches, function as sipper tubes to allow animals to drink the water in the pouches. The Hydroseal film and the sterile valves care specific to the Hydropac Machine and can only be purchased from Hydropac/Lab Products. By purchasing the Hydropac Master carton on a contract, we can save at least 3000 dollars a year, compared to purchasing the items separately. We had intended to get a multi-year contract, however the manufacturer is unsure of the pricing changes going forward and wishes to only engage in a one-year contract at this time. We will pursue a multi-year contract in a few months, but desperately need these supplies currently, so we are going ahead with this one-year contract. 4. Scope. This contract covers supply of the Hydropac/Lab Products Master Carton Hydroseal film and sterile valves for the VA Puget Health Care System Seattle Campus Animal Research Facility only. 5. Specific Tasks. 5.1 Task 1. Provide four (4) Hydropac/Lab products Master Cartons (HYP-2520) of consumable supplies per year to the VA Puget Sound Health Care System Animal Research. 5.1.1 Master Carton Item number HYP-2520A contains 18,000 sterile valves and 9 rolls of Hydroseal Pouch film. 6. Performance Monitoring The COTR will inspect the delivered items, to make sure that the delivered items are exactly those ordered, with no broken items or compromised packaging, and with no substitutions. 7. Security Requirements Contractor Personnel will not require any facility access. 8. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). The contractor will not require any government furnished equipment or government furnished information to complete the requirements of this contract. 9. Other Pertinent Information or Special Considerations. Identification of Possible Follow-on Work. The contractor may be asked to provide additional supplies of Hydropac/Lab Products consumables if our animal census increases dramatically at the VA Puget Sound Health Care System animal research facility. As any changes in deliverables at this point are unknown we may have to ask for slight contract modifications to accomplish this. Identification of Potential Conflicts of Interest (COI). No potential conflicts of interest exist for this contract. c. Identification of Non-Disclosure Requirements. The contractor will not have access to any sensitive or proprietary information so no non-disclosure agreement is necessary. Packaging, Packing and Shipping Instructions. Contractor will provide four Master Cartons of Hydropac/Lab Products consumable supplies per year, on request. Items will be packaged securely to insure that they arrive at the facility in good condition, with no damage to the contents of the Master Carton. e. Inspection and Acceptance Criteria. The COTR or COTR representative will inspect the shipments of Hydropac/lab Products Master Carton materials on a regular basis to insure that the items delivered are exactly those that were ordered, in the exact quantities ordered. In addition, each shipment will be inspected to make sure there are no broken items and no compromised packaging. 10. Risk Control NA 11. Place of Performance. The contract will be executed at the VA Puget Sound health Care System animal research facility. 12. Period of Performance. The contract is to start December 1, 2022, with 4 MasterCartons delivered over 12 months. 13. Delivery Schedule. We will order four Master Carton to be delivered on an as needed basis throughout the contract year.
