Description
Fiscal Service Procurement on behalf of the Financial Crimes Enforcement Network (FinCEN) intends to make an award to CipherTrace, 140 Victory Lane, Los Gatos, CA 95030, USA,� on a Sole Source basis for the CipherTrace Armada cybertool. The purpose of this requisition is to purchase access to CipherTrace cryptocurrency tracing and attribution platform. FinCEN is seeking a single year contract for access to Cipertrace. Access will be provided as an annual web subscription to CipherTrace products for FY22. Although CipherTrace is among a few premiere companies that offer cryptocurrency tracing for government and institutional investigators, it possesses several unique capabilities required by�FinCEN. CipherTrace is considered a best-in class data attribution, analytics, proprietary clustering algorthim product with coverage of 2000+ cryptocurrency entities-more than any other blockchain analytics company. The CipherTrace Inspector financial investigations solution helps law enforcement investigate players in the crypto economy. Even non-technical agents and analysts can use these powerful de-anonymization tools to easily identify and trace criminals who attempt to use any of more than 800 cryptocurrencies � including Bitcoin, Bitcoin Cash, Ethereum and Litecoin�on the internet to conceal their illicit activities. This de-anonymization capability spans more than 87% of global virtual assets. CipherTrace products include: Armada-flags high risk payment s between banks and VASPs and reveals risk associated with hundreds of VASPs and other virtual asset entities using deep intelligence into their KYC and AML practices. Sentry helps investigate crypto currency money laundering activities by integrating with both open and closed-source intelligence and leverages proprietary clustering algorithms to aggregate and correlate a variety of indicators rapidly and then provide users with actionable attribution. Inspector is a search and visualization tool for investigating cryptocurrency transactions. CipherTrace has: �A Crypto Search Engine that makes it fast and easy to investigate Bitcoin transaction IDs and ����addresses. Users simply enter a cryptocurrency address or transaction ID in an intuitive search ��bar that auto-completes addresses locations. The CipherTrace active attribution platform can rapidly aggregate and correlate a variety of indicators, and then provide users with risk assessments and actionable intelligence. In addition, these extensive attribution capabilities help investigators gather implicating evidence more quickly. CipherTrace active attribution applies advanced big data analytics�which leverages proprietary clustering algorithms�to cluster data points within the expansive attribution data lake. The result is a broad, cataloged, high-resolution view of the cryptocurrency transaction landscape. CipherTrace Active Attribution allows users to take advantage of live interactions with a powerful graph database to trace the flow of funds over time and through the blockchain ecosystem CipherTrace Inspector allows non-technical agents and analysts to easily obtain examine suspicious activity, pinpoint the use of cryptocurrencies to launder money and tract ransomware and other illicit payments. Blockchain forensic tools�including CipherTrace Transforms for Maltego� enable investigations of criminal activity, fraud, and sanctions evasion. Visually trace the 3 movement of money through dark channels and gain digital evidence. CipherTrace delivers cryptocurrency AML and counter terrorism financing (CTF), blockchain forensics and regulatory monitoring solutions that make crypto assets safe. At the heart of these solutions is globally shared cryptocurrency intelligence and a massive curated pool of high-quality blockchain attribution information covering more than 800 tokens. CipherTrace is unique because it not only documents address and transaction records, but also marks any criminal or illicit history associated with a cryptocurrency. Address risk scores are determined through deep research and automated analysis into address interactions and past transactions. CipherTrace leads the cryptocurrency intelligence field with the launch of Monero tracing capabilities. CipherTrace takes Monero tracing capabilities to the next level with the ability to follow the flow of funds backwards from the transaction of interest to its source. The new enhancements offer customers the ability to prepare detailed visual reports to better trace suspicious activities. CipherTrace has applied for two US patents for their Monero tracing technology. Fiscal Service/FinCEN will consider affirmative responses received no later than September 21, 2022 at 10:00a.m. ET. Offerers shall respond to this notice if they believe they can provide FinCEN the same services as mentioned above. Responses shall include the name and point of contact information for its company along with a description of the services. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. Responses shall be submitted to Purchasing@fiscal.treasury.gov - Attention: SS-FIN-22-120 JS/MH. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Qualified contractors must provide the following: 1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.). Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. 2. Whether your services are available through a Government contract vehicle or Open Market. 3. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provide cable service. 4. DUNS Number. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:�.bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files. Microsoft Office compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
