- Description
- This requirement covers the acquisition of data in support of the existing Windows based Maritime Trade Mapping Tool, host the trade mapping tool in a cloud based virtual PC, and modernize and upgrade the data and software to current cloud standards. Major databases that comprise the US Navy�s Trade Mapping Tool are as follows (See Appendices A, B, C, D, E, and F): Global Movement Database Global Transit Database Worldwide Commodity Database Trade Route Database Standard International Trade Classification R 4 (SITC4) Routed Database The Trade Mapping application provides a numeric and graphical display of all ocean-borne trade by route worldwide. Users have the ability to customize and manipulate the output, show or hide individual routes, and alter their parameters. Overview The Contractor shall obtain the necessary Trade Data, and possess the subject matter expertise to identify and codify seaborne trade, and provide subsequent Database Management Seaborne trade data is derived using vessel movements and characteristics (i.e. Ship types, size, ownership, flag, etc.) along with corrected and normalized bilateral UN Trade data. Maintain three main databases: the global vessel movement database, global vessel transit database, and worldwide commodity database. Update the global vessel movement and transit databases at a minimum every 6 months Update the worldwide commodity database yearly, at a minimum Provide data reports for each database update Provide twice yearly updates to the Global Movement Database and Global Transit Database and annual updates to the Worldwide Commodity Database, the Trade Routed Database, and SITC4 Routed Database The Contractor shall maintain the current Government-owned software while working on improving functionality to current cloud based standards. The current Maritime Trade Mapping Tool was developed using commercial off-the-shelf (COTS) software products (Embarcadero Delphi, TGlobe, Microsoft Access, and ComponentAce Absolute) and INFORMA products. The Trade Mapping application is Windows based and produces graphical worldwide ocean borne-trade models by tons and types of cargo, utilizing publicly available United Nations and other publicly available import and export reports. The Contractor shall host the application on its company server and provide ad hoc support on the current application while working to modernize and automate the current software functionality and data sources. Upon completion of software modernization, the Contractor shall; Repair software errors, provide updates and patches as needed Provide user required enhancements Provide ad hoc software support consisting of bug fixes, software updates, and database enhancements See attached draft PWS
