- Description
- The PO-WC is seeking information from potential sources for the PCMS, a subsystem within the Wideband Satellite Communications (SATCOM) Operational Management System (WSOMS), which is a system of systems, composed of planning, management, and control subsystems providing the necessary tools for Wideband SATCOM operations. The PCMS will be utilized to minimize delays in the ability to allocate/re-allocate SATCOM resources, rapidly restore communications, and maintain link quality in varying conditions for Wideband SATCOM users. The PCMS may use in-band and out-of-band (OOB) communications to maintain and restore Wideband SATCOM transmissions against the threats identified in the United State Space Command (USSPACECOM) biannual threat assessment. The PCMS, wherever possible, will use existing communication modem overhead channels from Gateways to reach deployable terminals. Users of PCMS will be able to modify and remove terminals from PCMS allowing both automated and manual reactions to threats against the Wideband SATCOM network. Because Embedded Modem Channels (EMC) are not yet in a mature state, it will also be necessary to define and update the Military Standard (MIL-STD) SATCOM interface requirements to support the PCMS. PCMS will provide a broadcast stream over an existing Wideband system, or utilize other satellite broadcast systems, to pass restoral configurations terminals that are isolated on Wideband frequencies. PCMS will maximize use of software solutions over hardware for all aspects of the system; hardware/software components may be necessary and implemented in Gateways and Wideband SATCOM Operations Centers (WSOCs), while software only solutions are desired for deployed Terminals. The PCMS software components will be remotely upgradeable from any WSOC. Software will take advantage of the Wideband SATCOM Trend Analysis and Anomaly Resolutions Subsystem/Wideband SATCOM Operations Management System (WSOMS) Mediated Interoperability Infrastructure (WSTARS/WMII) cloud architecture at the WSOC allowing performance of PCMS to scale with available compute power to meet mission needs.
