THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is for planning and informational purposes only and shall NOT be considered as a Request for Proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government will NOT be responsible for any costs incurred in responding to this RFI or furnishing the requested information. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a Contractor's submission of responses to this RFI, the Government's use of such information, nor the Contractor�s attendance at Industry Day. The Government reserves the right to reject, in whole or in part, any Contractor's input resulting from this RFI. No contract will be awarded from this announcement. Pursuant to Federal Acquisition Regulations (FAR) 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. ITEM DESCRIPTION - Naval Surface Warfare Center (NSWC) Crane has a requirement for supplies and services associated with providing and installing an automatic water chemical treatment unit for seven (7) cooling towers at the Naval Support Activity (NSA) Crane installation located in Crane, IN. The Government anticipates soliciting this requirement as a Design-Build Contract.� The performance requirements for this effort will include installation of and a service plan for all seven towers.�� The installation projects may include: pouring concrete slabs or other platforms/foundations; constructing various size shelters to protect each unit from the elements; and the procurement and installation of cooling systems.� The Contractor will have to assess each installation location to determine the best mounting location, platform/foundation, and shelter structure needed to protect the treatment units. Some units may require installation on the ground or on a roof. �This requirement requires in-depth knowledge, understanding, experience and implementation of UFC 3-240-13FN (UFC Industrial Water Treatment Operation and Maintenance) and MIL-STD-3007G as well as other Federal Regulations and Instructions to be specified within the formal RFP. PURPOSE � This RFI constitutes market research in accordance with FAR Part 10 and is not an RFP. NSWC Crane is issuing this RFI and Industry Day announcement to gauge interest in the above referenced tasking and provide known characteristics as well as notate anticipated Contract vehicle for this upcoming procurement. The purpose of this RFI and Industry Day announcement is to solicit potential interest from industry on the project as well as obtain industry questions to assist the Government in documenting all necessary characteristics and project objectives for the formal RFP.�� The Government anticipates posting a DRAFT RFP approximately two weeks after Industry Day is held to solicit Contractor proposals that meet the Government required system salient characteristics, delivery and installation objectives, product support and maintenance requirements.� Anticipated Period of Performance will cross over FY23-FY24. REQUIREMENTS AND OBJECTIVES - This FAR 36 requirement will be performed at six (6) buildings across the NSA Crane installation. Each building and anticipated site locations of the towers involve unique features, both structurally and environmentally.� The varying building and site setup may require different site preparation techniques as well as varying platforms, shelters, mounting design, and/or overall structure needed for the units. � The characteristics listed below are a general overview of what the Government anticipates may be required at each location.� The Government intends to hold an Industry Day for interested vendors to review each site location. At the conclusion of Industry Day, the Government will accept questions, comments, and/or feedback on the feasibility of the below objectives and/or characteristics.�� It is the Government�s desire for Contractors to provide feedback if any of the below characteristics are outside of applicable Construction regulations and/or project feasibility.� Utility Requirements: �� inch domestic water line with shutoff shall be mounted inside the structure to a framing member for connection to the unit. Water line shall also have an inside shutoff to be able to drain the line during the winter to avoid freezing. Quad receptacle (20 amp 110V) shall be mounted inside the structure to a framing member for connection to the unit. All electrical shall be in watertight conduits with weatherproofed receptacle covers installed. Unit(s) Installation: Contractor shall install a chemical introduction system with dispenser on a metal stand mounted to the platform/foundation at each cooling tower. Each unit shall be connected to the � inch domestic water line and the electrical circuit for power.� Salient characteristics of the units that must be met or have an equivalent feature include: Automatic reading of chemical compound with automatic distribution of chemicals when required Feeding chemicals based on need instead of time Remotely monitored and controlled chemical readings Although the Government is not requesting that Contractors comment on elements of the construction in response to this RFI and forthcoming Industry Day, the Government will review any feedback Contractors may have about potential details that they believe should be accounted for in a final RFP. � Identify the exact location best suited for the new equipment to be placed at each tower (each site will vary) Specify the size of the concrete slab or other foundation/platform material and size needed for each site (if needed) Identify any demolition / site work that will be required at each tower location before and after installation, as needed Identify the tie in points to the existing in-feed and out-feed water lines at each tower location Specify the size and construction type (ex. Wood frame, metal frame, metal wrapped, etc.) of the �structure� needed to keep the new equipment out of the weather, by location Specify the type of chemicals that the proposed system utilizes (Solid or liquid) along with Hazardous material identification Specify the frequency of chemical introduction to the system and method (i.e., Automatic introduction based on time period, remotely monitored, or physical introduction method) Specify if any initial procedures for the system as a whole will be included upon installation of the chemical introduction system. (i.e., system cleanout, etc.) Specify the size of the existing tower at each location and identify if the chemical introduction unit to be installed will be the same for every tower even with varying sizes of existing towers Specify equipment, structures, etc. in the surrounding area for each location that would be impacted during system installation and the extent of operational impact (i.e. complete shutdown with no access, intermittent shutdown with ability for scheduled operation, recommend removal, no impact, etc.) Specify the warranty period on the proposed system along with features included Specify all mandatory and recommended maintenance requirements separated respectively as well as identify which would be standard included with the procurement and installation of the units. RFI REQUESTED INFORMATION - All responsible sources may submit a capability statement which shall be considered by the agency. ��Contractors must be properly registered in the Government System for Award Management database (SAM) and the Joint Certification Program (JCP) in order to receive the controlled attachments.� Contractors may obtain information on SAM registration and annual confirmation of requirements by calling 1-866-606-8220, or via the internet at www.sam.gov.� Information about the JCP is located at https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx. Contract Opportunities on www.sam.gov has officially replaced FBO.gov Vendors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirements are invited to respond to this RFI via an electronic submission of an executive summary on 8 � x 11 in paper, no more than ten (10) pages in length, using 12-point font. All responses must include the following information: ����������� (1) Name and address of applicant/company (Corporate/Principal Office) ����������� (2) Name, telephone number, and e-mail address of point of contact ����������� (3) CAGE Code and SAM.gov UEI ����������� (4) Business Size (under NAICS 238220). ����������� (5) White paper providing capabilities and relevant past performance as it relates to the tasking listed above. ����������� (6)� Data/Certification required in order to install potential product solutions for this effort. (7) Potential recommendations to improve the Navy�s approach to this requirement. The Government will not assume that the information provided by a respondent is proprietary unless it is conspicuously marked on this basis. Moreover, the Government does not assume duty to contact a respondent and inquire whether unmarked information submitted in response to this RFI is proprietary. The Government is only seeking sources/information for market research. Acknowledgement of receipt will not be made. Availability of a formal solicitation will be announced separately. Submittals will not be returned to the sender. Respondents will not be notified of the results of the evaluation. It is the Contractor�s responsibility to check System for Award Management database (SAM.gov) at www.sam.gov to receive additional data. The Government is not seeking proposals at this time and will not accept unsolicited proposals. Contractors are advised the Government will not pay for information or administrative costs incurred in response to this RFI. The information provided in the RFI is subject to change and is not binding on the Government. INDUSTRY DAY � An Industry Day will be conducted to familiarize potential Contractors with conditions at each work location. ��The Industry Day is anticipated to be conducted for approximately four (4) hours on the afternoon of 10 November 2022. Participation in Industry Day is the discretion and cost responsibility of the vendor.� The Government will not reimburse Contractors for any costs associated with either Industry Day participation or travel to NSA Crane.�� Contractors interested in participating in the Industry Day must send an email to Aaron Hohl, Shayden Flynn, and Jared Myers via email at aaron.m.hohl.civ@us.navy.mil, shayden.m.flynn.civ@us.navy.mil, and jared.s.myers3.civ@us.navy.mil respectively to reserve a spot by 10:00AM ET on 1 November 2022.� Contractors must include in reservation email the names of each attendee, a phone number and email address for each attendee, Contractor affiliation of each attendee, citizenship for each attendee, job title/subject matter expertise background for each attendee, and any special requirements for handicap accessibility. �Each approved site visitor will receive additional information as needed closer to the site visit date.� To ensure all work sites are visited within the site visit timeframe, onsite questions specific to this effort will not be permitted throughout the day.
