Description
Pursuant to FAR 12.603(a), the Contracting Officer is issuing a combined synopsis/solicitation for the acquisition of Wild Horse and Burro Catch, Treat, Hold, and Release services. (i) This is a combined synopsis/solicitation for the acquisition of commercial items with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation Number 140L0123R0001. This solicitation is being issued as a Request for Proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08 dated September 23, 2022. (iv) This solicitation is being issued with a Total Small Business Set Aside. The NAICS associated with this solicitation is 115210, Support Activities for Animal Production, size standard of $9,500,000.00. (v) See the Schedule of Services - Unit Pricing (Excel Spreadsheet) (Attachment 6). (vi) The services to be acquired based on this combined synopsis/solicitation are the catching, treatment with population growth suppression, holding, and release of wild horses and burros in accordance with the Statement of Work (Section 3 of Solicitation Attachments Document). (vii) The places of performance under this acquisition will be in the following states: Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, and Wyoming. Specific place of performance will be listed in each task order. (viii) Provision 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services applies to this acquisition. Additionally, potential offerors shall read and comply with all of the requirements in the Additional Instructions section of the Solicitation Attachments Document (Section 7). (ix) Provision 52.212-2, Evaluation - Commercial Products and Commercial Services will be used in evaluation of quotes. See Provision FAR 52.212-2 in Section 6 of the Solicitations Attachment Document. (x) Offerors shall ensure that their Representations & Certifications are up to date in the System for Award Management (SAM) and that the NAICS Code of 115210 is listed in 52.212-3. Offerors that do not have access to SAM shall print FAR Provision 52.212-3 and complete the required entries and include with its quotation. (xi) Clause 52.212-4, Contract Terms and Conditions - Commercial Products and Commercial Services applies to this acquisition, see Section 4 of the Solicitation Attachments Document. (xii) Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Products and Commercial Services, applies to this acquisition. Offeror shall review Section 4 Clauses to determine which, if any, of the additional FAR clauses cited in the clause are applicable to this acquisition. (xiii) There are no additional contract requirement(s) or terms and conditions, other than those attached to this combined synopsis/solicitation, that apply to this acquisition. (xiv) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition. (xv) Proposals are due no later than November 16, 2022 at 3:00 PM MST, the government may reject any proposals received after this date and time. Proposals shall be submitted via electronic mail the personnel listed in section xvi. Interested parties may submit questions relating to this solicitation. All questions must be submitted via electronic mail to the personnel listed in section xvi no later than 10 calendar days after release of solicitation. If day ten is on a weekend or federal holiday the due day will be the next business day. (xvi) The following personnel can be contacted for information regarding this solicitation.
