The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.� Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.� Under the International Narcotics Control and Law Enforcement (INCLE) Program, the Department of State (DOS), Bureau of International Narcotics and Law Enforcement Affairs (INL), has bilateral Narcotics control projects with the Government of Mexico (GOM). �These projects are administered by the INL Section of the U.S. Embassy. This position is located INL Section of the U.S. Embassy in Mexico City. �INL administers bilateral projects in Mexico with financial crimes and specialized program funding provided under the auspices of the INL Bureau within DOS. The contractor shall assist in determining and validating requirements, implementing and monitoring progress on specified human smuggling and trafficking in persons and other law enforcement issues. The purpose of this Personal Services Contract (PSC) is to provide a Program Coordinator for Human Smuggling and Trafficking (HS&T) at the Embassy of Mexico City for INL Mexico. �The Program Coordinator for HS&T will assist in program implementation, direction, and execution oversight in support of human smuggling and human tracking activities with Mexican counterparts. DUTIES & RESPONSIBILITIES Under the direct supervision of the Mexico City-based INL Counternarcotics and Special Investigations (CSI) Program Officer or his/her designee, the Program Coordinator for HS&T will perform the following duties: 1.�� �Provide management and coordination of programs that enhance the capabilities of GOM agencies to curtail human smuggling and human trafficking and transnational organized crime (TCO) activities through building the capacity of GOM security and justice sector personnel. � 2.�� �Refine existing and develop new human smuggling and trafficking professionalization and capacity building strategies that align with INL strategies and priorities; represent INL HS&T programs to high-level U.S. and Mexican justice sector officials; and provide advice, training, technical assistance, and equipment to Mexican government entities at the federal and state levels that are involved in such projects. 3.�� �Develop close working relationships with appropriate officials of the Government of Mexico (GOM), including, the Office of the Attorney General (FGR) and its state equivalents, the National Guard (NG), the Tax Administration Service (SAT), the federal Secretariat of Public Security (SSPC) and its state equivalents, and the Secretariat of Foreign Relations (SRE), and the Instituto Nacional de Migracion (INAMI) among others. � � 4.�� �At the behest of the GOM, the incumbent will provide advice, technical assistance, and equipment related to improving institutional capacity to designated Mexican states. � 5.�� �Develop capacity-building strategies, key activities, and projects for INL Mexico�s HS&T programs, under the supervision of the INL Counternarcotics and Special Investigations Foreign Service Officer, and in coordination with the GOM and other INL program and management staff.� 6.�� �Implement and oversee all phases of approved projects by managing multi-million, multiyear budget and a staff of two to four Mexican administrative and technical staff comprised of third party contractors (TPCs) and/or Locally Employed Staff (LES). �Such efforts include project execution from assessment and requirements development phases through the acquisition, procurement, implementation, management, and monitoring phases, as well as planning, scheduling, budgeting, management, monitoring, and coordinating among vendors, contractors, and GOM officials. � 7.�� �Ensure projects are measurable and sustainable, and comply with U.S. government legal and policy requirements and restrictions. � 8.�� �Serve as liaison with heads of sections and working-level representatives of U.S. law enforcement agencies at the U.S. Embassy that are involved in investigations and prosecutions of HS&T-related crimes. �These agencies include, but are not limited to; the Department of Homeland Security (DHS); Homeland Security Investigations (HSI), Customs and Border Protection (CBP), Diplomatic Security Service (DSS), the Department of Justice (DOJ), the Federal Bureau of Investigation (FBI), the United States Marshal�s Service (USMS), the Office of Overseas Prosecutorial Development Assistance and Training (OPDAT), and the International Criminal Investigative Training Assistance Program (ICITAP). � 9.�� �Provide advice, assistance, technical review, and recommendations at the operational level for Mexican agencies, international organizations and non-governmental organizations for HS&T, law enforcement, and criminal justice sector professionalization projects. �� 10.�� �Prepare documentation, with assistance from INL management support staff, for the procurement of systems and equipment used for counternarcotics and aviation professionalization projects, including drafting purchase requests, bid solicitations, statements of work (SOW), requests for source origin waivers, sole-source justifications, and delivery and acceptance of procured systems and equipment.� 11.�� �Serve as either a Contracting Officer�s Representative (COR) or a Government Technical Monitor (GTM) for assigned projects under the direction of the COR. �� 12.�� �Serve as Grants Officer�s Representative (GOR); draft grant solicitations in coordination with and for approval by the INL Grants Officer. �Assist grantees in completing documentation requirements, monitoring grantee performance, and closing out grants as appropriate. �Must successfully complete required training prior to award of any grant.� 13.�� �Draft and provide advice and assistance in the preparation of reports, including for the U.S. Congress, Department of State, INL, and other U.S. federal agencies.� 14.�� �Develop and host justice and security-related meetings, national and international conferences and seminars, and meetings with GOM officials, to advance U.S. foreign policy goals related to human smuggling and trafficking and counter-transnational criminal organizations (TCOs) efforts. � 15.�� �Provide advice and assistance in end-use monitoring (EUM) of USG-supplied commodities and services, preparing input for the annual EUM report to INL and Congress.� 16.�� �Provide advice and assistance in the formulation of INL input to the annual Integrated Country Strategy (ICS) and other annual reports.� 17.�� �Brief Department of State, U.S. Congress, and other visiting officials and Embassy staff as directed on the role of INL and the status of U.S.-Mexico human smuggling and trafficking professionalization projects and related security and law enforcement initiatives.� 18.�� �When required, perform the role of Duty Officer.� 19.�� �Perform other duties as requested and assigned that are directly related to this Statement of Work. TRAININGS & DISTANCE LEARNING COURSES 1.�� �Completes the Contracting Officers Representative (COR) and when applicable, the Grants Officers Representative (GOR) courses through Foreign Service Institute (FSI) distance learning courses within 120 days of arrival at Post.� 2.�� �Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post.� 3.�� �Completes the mandatory Foreign Affairs Counter-Threat (FACT) course (CT650) prior to deployment to Post. �� 4.�� �Complete PS872 Microsoft SharePoint for Site Users within the first three (3) months of arriving at Post. 5.�� �Consultations with the INL Program Office may be required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS Mexico City, Mexico. Travel up to 25 percent of the time to Regional Security Office (RSO) authorized locations in Mexico, the United States, and occasionally the region. ��� � RELATIONSHIPS The Program Coordinator for the HS&T programs will serve under the day-to-day direction of the Counternarcotics and Special Investigations (CSI) Program Officer, a Foreign Service Officer. �All employees under Chief of Mission (COM) authority assigned Law Enforcement and Rule of Law (LE/ROL) duties work with INL leadership to ensure oversight and non-duplicative efforts in the Mission.� The Contract Administrator is INL in Washington and shall be the INL Contracting Officer. �In no instance shall the CSI Program Officer or any other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government's requirements, price, delivery, or other terms and conditions. �The Contracting Officer must authorize such changes in writing. The CSI Program Officer will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review. COMPLEXITY This position involves planning, organizing, and completing financial and organizational analysis of enormous complexity given the constantly changing U.S. and Mexican political landscape related to human smuggling and trafficking in Mexico. �Due to the high visibility and political sensitivity of the issues in which INL�s HS&T programs are involved, there is extreme difficulty in identifying the nature of the issues and planning, organizing, and determining the scope and depth of studies/audits to be undertaken. �Decisions involve several undefined areas and issues and require extensive probing and analysis to determine the scope of the problem,� e.g., migrant flows, trafficking hot spots, measuring Mexican efforts against same, assessing INL, USG and GOM efforts to disrupt human smuggling and trafficking organizations, assessing legislative reforms that would strengthen human smuggling and trafficking laws. �The PSC is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of the legislation and policy statements and determining how to translate the intent into program actions. SCOPE AND EFFECTIVENESS The Program Coordinator for HS&T is an expert in the field of human smuggling and trafficking and has demonstrated experience in investigating human smuggling and trafficking and smuggling organizations and resolves disputes that arise when leading experts disagree. �The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full range of citizen safety, law enforcement, rule of law, and human smuggling and trafficking programs in Mexico, which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS 1.�� �U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance, medical clearance, and ethics clearance (if applicable). (Security clearance upgrade to TS level may be required.) 2.�� �Bachelor�s degree from an accredited U.S. institution with a minimum of ten (10) years of experience as a criminal investigator or prosecutor with a U.S. federal or state law enforcement, justice, or regulatory agency; or � a.�� �An Associate�s degree and a minimum of fifteen (15) years of experience as a criminal investigator or prosecutor with a U.S. federal or state law enforcement, justice, or regulatory agency. 3.�� �A minimum five (5) years of experience working with Latin American law enforcement, military, intelligence or regulatory counterparts actively participating in human smuggling and trafficking investigations. � 4.�� �A minimum two (2) years of project management experience, to include developing multi-project strategies, project objectives, budget forecasting and execution, project implementation, as well as measuring and reporting for impact.� 5.�� �Demonstrated experience successfully supervising, mentoring, and leading teams. 6.�� �Demonstrated FSI level 3+/3+ (or equivalent of professional working proficiency), oral and written Spanish communication skills. EVALUATION FACTORS Used to determine the competitive ranking of qualified offerors in comparison to other offerors. Offerors should cite specific, illustrative examples for each factor. Factor 3:�� �Diplomacy and Leadership � � � � � � � � � � � � � � � � � � � � � � �� ��� �(15 points)� Demonstrated ability to develop and maintain strong working relationships to build unity of effort with U.S. interagency and Latin American representatives of law enforcement agencies at the local, state, and federal level through clear and effective communication. � Factor 4:�� �Subject Matter Expertise � � � � � � � � � � � � � � � � � � � � � � �� ��� �(20 points)� Demonstrated subject matter expertise in human smuggling and trafficking investigations: success in judicially dismantling human smuggling and trafficking organizations, and/or experience in Mexico working investigations and operations with host nation law enforcement against human smuggling and trafficking. � BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor. Failure to specifically address the Evaluation Factors may result in your not receiving credit for all of your pertinent experience, education, training and/or awards. The Offeror Rating System is as Follows:� Evaluation Factors have been assigned the following points:� Factor #1 � 15� Factor #2 � 20 Factor #3 � 15 Factor #3 � 20 Total Possible � 70 points� Interview Performance � 30 points� Satisfactory Professional Reference Checks � Pass/Fail (no points assigned) Past performance evaluation of applicant�s ability to perform under the contract. �In conducting the evaluation, the U.S. government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.� Total Possible Points: 100 The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references will be evaluated for applicants being considered for selection. COMPENSATION (BASE PAY) This position has been designated at the FS-02 equivalent level ($91,475 - $134,334 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
