- This Sources Sought announcement is published FOR MARKET RESEARCH PURPOSES ONLY, pursuant to FAR 15.201(e) Exchanges with Industry.� No solicitation is available. In accordance with FAR 15.202(3), responses to this notice are NOT offers and CANNOT be accepted by the Government to form a binding contract. Portsmouth Naval Shipyard is seeking to identify sources capable of supporting a Firm Fixed Price Contract to provide DEMINERALIZED WATER DELIVERY SERVICE AT NRMD � POINT LOMA, San Diego, CA. Equipment:� The following equipment is considered to constitute a Demineralized Water Delivery System.� See Section 2 for additional equipment requirements. Item������ Equipment Description 0001������ Pretreatment Activated Carbon Filter Units (see NOTE) 0002������ Primary Demineralizer Units (see NOTE) 0003������ Monitoring Unit�� 0004������ Flow Totalizer/Metering Unit 0005������ Effluent Filter������ NOTE:�� The Contractor must provide the appropriate amount of units to meet the water chemistry requirements specified in paragraph 2.1.2 Table II.� The price associated with this equipment shall reflect the monthly price to rent the system, regardless of the number of these units needed to produce the required water quality. 1.2��������� Services:� The following services are to be provided.� See Section 3 for additional service requirements. Item������ Service Description 0006������ Demineralized water (effluent) meeting the water chemistry requirements of paragraph 2.1.2 Table II 0007������ Sample analysis test report to prove that the Water Delivery System meets the quality requirements of paragraph 2.1.2 Table II. 0008������ Water Delivery System Operating Procedures. 0009������ On-Site Training. 2.������������ Equipment Requirements: 2.1��������� The Water Delivery System shall be capable of producing water that meets the specification of Table II, without soaking/flushing (for Carbon Filter units), flushing (for Demineralizer units) or backwash by NRMD-PL personnel, when the following utilities are connected: �������������� Electrical power (110-120 volt, 60 hertz, 1 phase) for operation of the conductivity meter and alarms. �������������� Fresh water to be processed, meeting the specification of Table I. 2.1.1������ The influent fresh water is supplied by San Diego city (Alvarado) water system.� Table I shows the expected mineral content of this water supply. NRMD-PL will provide samples to vendors for independent testing prior to bid if desired. NOTE:�� The pH requirement is waived for water with conductivity less than 0.25 ?mho/cm. 2.2��������� Pretreatment Activated Carbon Filter and Primary Demineralizer units shall meet the following requirements (for the purpose of this contract a group of one or more units is considered to be a rig): 2.2.1������ Each individual unit shall be provided with interconnecting manifolds and hoses as required to function as a single/self-contained rig.� The number of rigs (or units) used should be chosen such that the requirements of paragraph 2.1.2 and 2.2.5 can be met. 2.2.2������ Each individual unit shall be designed to operate at a variable flow rate from 0 to at least 30 GPM.� These units shall be capable of operating at the required flow rates with influent fresh water supply pressure ranging from 20 to 60 psig. 2.2.3������ The system shall be capable of operating at a sustained flow rate of at least 25 GPM. 2.2.4������ Each individual unit shall be constructed so the differential pressure from the inlet connection to the outlet connection is a maximum of 15 psi at the maximum rated flow. 2.2.5������ Each individual unit shall be provided with a high point vent line and a low point drain/sample line. 2.2.6������ All demineralizer rigs shall be capable of producing a minimum of 50,000 gallons of demineralized water before depletion of the resin. 2.2.7������ Each individual Carbon Filter unit shall have an attached label or tag which identifies that the Carbon Filter unit has been pre-soaked prior to shipment and provides the date that the unit was pre-soaked. 2.2.8������ All inlet/outlet connections to Carbon Filter, Demineralizer rigs shall have 2-1/2"" NH fire hose thread connections. 2.2.9������ All valves and connections on the equipment (to be operated by NRMD-PL personnel) shall be prominently marked, such as ""sample valve"" or ""inlet"". 2.2.10���� Spare equipment for components that may experience failure (which would result in the interruption of water production) shall be staged to support emergency trouble shooting/maintenance. 2.2.11���� Each rig (or unit) shall be skid or panel mounted to be easily movable by forklift or installed on trailers that can be towed.� Each separate unit shall have a unique identification marking, such as a numeric or alphanumeric identification number. 2.2.12���� Each pressure vessel used in the rigs shall be designed, fabricated, tested and inspected in accordance with the ASME Code for the service intended and with the specific design criteria listed.� When delivered for use, the pressure vessels shall bear the ASME Code Symbol Stamp of an authorized fabricator.� Any repairs made to the stamped pressure vessel shall be performed in accordance with the appropriate ASME codes.� Any structurally repaired pressure vessel shall be recertified by an inspector authorized to certify ASME code stamped pressure vessels. 2.2.13���� All equipment must be capable of withstanding use in a marine environment (e.g. saltwater spray) on piers in all seasons and be rugged enough to withstand frequent handling/moving.� Materials of construction shall be corrosion resistant. 2.2.14���� Effluent from the system must be free of fine particulate inherent in the demineralizer media in use within the system.� This may be accomplished through strainers, filters, or a combination there of. 2.3��������� The Water Delivery System shall contain a Monitoring Unit which shall consist of (but not be limited to) the following items: 2.3.1������ A laboratory calibrated conductivity meter with a 0 � 10 ?mho/cm reading range or equivalent shall be located in the system outlet line.� The conductivity meter shall be labeled with a calibration sticker or tag (see paragraph 3.1.8). 2.3.2������ The Monitoring Unit shall have an audible (preferred but not required) and visible high conductivity alarm.� In the event effluent conductivity exceeds 1.0 ?mho/cm, an audible alarm (if installed) shall activate (recommended to be 100 dB minimum at 10 feet) and a visible indicator light alarm shall flash. 2.3.3������ A calibrated flowmeter/totalizer for demineralized water production billing.� The totalizer shall be labeled with a calibration sticker or tag (see paragraph 3.1.8). 2.3.4������ A flush/sample valve. 2.3.5������ A 80 micron or finer outlet strainer to prevent resin migration. 3.������������ Service Requirements and Contractor Responsibilities: 3.1��������� The Contractor Shall be liable for the following Water Delivery System responsibilities: 3.1.1������ The Contractor shall deliver the required equipment listed in section 1.1 and perform maintenance/regeneration as necessary to ensure the equipment is in a fully operational condition. 3.1.2������ Rigs shall be delivered to the designated NRMD-PL staging area as determined by the NRMD-PL Pure Water Supervisor (see paragraph 4.1). 3.1.3������ The Contractor shall provide an on-site maintenance schedule to NRMD-PL as part of the Water Delivery System operating procedures (see paragraph 3.4). �The on-site maintenance schedule should be based on either pre-determined flow totalizer readings or a pre-determined month to month schedule. 3.1.4������ The Contractor shall coordinate with the NRMD-PL Pure Water Supervisor prior to performing any repairs or maintenance (see paragraph 4.2).� Contractor operation of Shipyard owned equipment is not authorized at any time. 3.1.5������ Contractor repairs shall normally be accomplished during scheduled on-site maintenance.� However, a Contractor provided technician/representative shall be available for emergency contact (24 hours a day, seven days a week), to respond to equipment failure, bad water quality, depleted units, etc.� When the Contractor representative is requested on-site, response time shall be within 4 hours from the time of the call unless otherwise extended by NRMD-PL. 3.1.6������ Newly refreshed/regenerated units shall be provided to replace depleted units within 24 hours of NRMD-PL written or oral request (more time may be allowed if properly communicated/coordinated with the NRMD-PL Pure Water Supervisor).� These units shall be provided with all charcoal fines/regeneration chemicals flushed out and inlet/outlet connections closed and capped. 3.1.7������ Depleted units shall not be refreshed/regenerated at NRMD-PL and are to be returned to the Contractor�s facility following replacement with a new unit (as described in paragraph 3.1.6).� No billing charges shall accrue for depleted units remaining at NRMD-PL.� These depleted units should be refreshed/regenerated at the Contractor�s facility to support future unit replacements.� The Contractor shall comply with all federal, state, and local environmental protection regulations during unit refreshing/regeneration.� All resin regeneration chemicals shall be rinsed from the resin prior to being transferred to NRMD-PL for installation. 3.1.8������ Additional equipment for repairs of deficient equipment (as necessary) is to be provided within seven days after being requested by NRMD-PL. 3.1.9������ The Water Delivery system outlet conductivity meter and totalizer shall be calibrated per the manufacturer�s suggested schedule or annually whichever occurs first.� At this time, the calibration labels required by paragraphs 2.3.1 and 2.3.3 should be updated with the date the calibration was performed and the next required calibration date. 3.1.10���� The inability of the system to provide a sustained flow rate of at least 25 GPM is to be considered a deficiency of the system and remediation of this deficiency is to be provided within seven days after being informed by NRMD-PL personnel.� If the system proves to be incapable of providing at least 25 GPM sustainably this would be considered a breach of the contract. 3.2��������� The Contractor shall read and record the Water Delivery System flowmeter/totalizer readings at monthly intervals to determine the amount of water processed.� A monthly bill to NRMD-PL shall be generated based on this flowmeter/totalizer reading and the agreed upon pricing for water delivery. 3.2.1������ The contractor shall provide documentation of maintenance performed during the�� month. 3.3��������� A sample analysis test report shall be generated by the Contractor and provided to the NRMD-PL Pure Water Supervisor prior to water production following initial Water Delivery System setup and after the replacement of depleted rigs.� This report shall include quantitative verification that requirements of paragraph 2.1.2 are met. 3.4��������� Contractors shall furnish written procedures for the operation of Contractor owned equipment to the NRMD-PL Pure Water Supervisor.� Procedures are also to be provided prior to the initial shipment of equipment (for NRMD-PL review) and a copy shall be clearly posted on a weatherproof placard/binder with the Monitoring Unit.� These procedures must include the following: 3.4.1������ Instructions for initial startup of the Water Delivery System. 3.4.2������ Instructions for restarting idled portions of the Water Delivery System. 3.4.3������ Emergency troubleshooting steps and emergency on-site maintenance that are expected to be carried out by NRMD-PL personnel. 3.4.4������ A system drawing and parts list which shows Contractor provided equipment and which also identifies spare components staged for emergency maintenance. 3.4.5������ An outline and a schedule of Contractor provided on-site maintenance. 3.4.6������ Any additional information pertinent to operation of the system. 3.5��������� The Contractor shall provide annual on-site training to NRMD-PL personnel responsible for the operation of Contractor owned equipment.� Training shall cover the Contractor provided procedures discussed in paragraph 3.4 (see paragraph 4.5 for related NRMD-PL responsibilities regarding training). 3.6��������� Provide Material Safety Data Sheets (MSDS) for the charcoal filter media and demineralizer resin beads to the NRMD-PL Pure Water Supervisor.� Copies of these MSDS are also to be posted with the operating procedures (posted by paragraph 3.4). 4.������������ NRMD-PL Personnel Responsibilities: 4.1��������� The NRMD-PL Pure Water Supervisor shall determine the location for Contractor provided equipment and the length of time the equipment will be required at the site.� The Pure Water Supervisor shall also determine the location for a 1000 square foot designated staging area.� This location should then be communicated to the Contractor (see paragraph 3.1.2). 4.2��������� The NRMD-PL Pure Water Supervisor will assist the Contractor in preparing the Water Delivery System to support Contractor maintenance.� The NRMD-PL is required to put the system in a safe condition prior to allowing any maintenance to be conducted. 4.3��������� Final Water Delivery System effluent connection hoses and related fittings shall be furnished by NRMD-PL.� NRMD-PL Personnel shall also be responsible for the connection and disconnection of these hoses. 4.4��������� NRMD-PL Personnel that have received the Contractor provided training shall operate the Water Delivery System per Contractor�s procedures.� These personnel shall also perform minor emergency repairs on Contractor supplied equipment within the scope of provided training and operating procedures. 4.5��������� The NRMD-PL Pure Water Supervisor shall ensure an adequate number of personnel have received the annual Contractor provided training specified in paragraph 3.4.� NRMD-PL Pure Water Supervisor should also work with the Contractor to schedule the time and location for this on-site training. 4.6��������� Influent water samples shall be provided to potential vendors by NRMD-PL for the purposes of independent testing prior to bid (if desired). 5.������������ Security Requirements:� Vendor representative(s) shall obtain appropriate credentials for all drivers and technicians requiring access to a Department of Defense facility. All persons requiring access shall provide proof of citizenship.� Badging is required as per NRMD Point Loma, San Diego, California security requirements. Without proper badging, access will be delayed due to security background checks and at times access can be denied. This sources sought notice is a market research tool being utilized to identify potential and eligible firms capable of providing these services prior to determining the method of acquisition and issuance of a Request for Proposal (RFP). As such, all interested parties are encouraged to respond. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
