- NASA/Armstrong Flight Research Center (AFRC) is hereby soliciting capability statements from potential Engineering and Technical Service (ETS) providers to support AFRC�s Code 560 Structural Dynamics Group.� �AFRC�s Code 560 plays a critical role in determining the airworthiness of AFRC�s flight test aircraft and flight test articles. �The airworthiness process at AFRC evaluates the project�s design, testing, analysis, and flight test plan to ensure all safety-of-flight requirements are being met. �AFRC�s goals are to achieve a flutter-free flight envelope 15% greater than the expected flight envelope for each aircraft/flight test article in-order to demonstrate aeroelastic airworthiness. This can require extensive ground testing and analysis methods to support the demonstration of sufficient flutter margins for the airworthiness assessment. Practical knowledge and experience with flight research vehicles and associated ground systems testing is required.� Any potential Contractor will be required to use existing AFRC hardware (B&K LAN-XI data acquisition system and a variety of accelerometers and force transducers) and software (BK Connect, IMAT, Test for I-deas, MSC.NASTRAN and ZAero) for ground tests and structural analyses. This will enable the Contractor to work with and train AFRC personnel in using the equipment and software packages.� The attached Statement-of-Work (SOW) describes the possible future tasks that AFRC�s Code 560 may require in regards to the types of structural dynamics analysis and ground testing requirements entailed. �These support service tasks are not day-to-day project activities; but are desired on an as needed basis by AFRC for certain flight projects. The National Aeronautics and Space Administration (NASA) AFRC is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), and members of the underserved communities as defined by Executive Order 13985, Advancing Racial Equity And Support For Underserved Communities Through The Federal Government, for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for Structural Dynamics Engineering Ground Test Support and Analytical Services for Flight Vehicles.� The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service Disabled Veteran (SD-VOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB) or HUBZone business set-aside based on responses received. The North American Industry Classification System (NAICS) is 541330 � Engineering Services.� The applicable size standard is $16.5 million in annual receipts. The Government will be seeking the most highly qualified firm(s) to perform the required services, based on the demonstrated competence and qualifications, in accordance with the selection criteria an the provisions of Federal Acquisition Regulations (FAR).� All work performed during the life of the anticipated requirement(s) will be ordered by the Governament as an as-needed basis.� The Blanket�Purhase Agreement (BPA) is anticipated to be a 5 year period or $700,000.00, whichever occurs first. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on SAM.gov.� Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references.
