Description
This requirement resides in the Small Buiness Administration 8(a) Business Development Program. The United States Transportation Command (USTRANSCOM) is seeking responses from contractors in the Small Buiness Administration 8(a) Business Development Program, including but not limited to, contract holders in the GSA 8(a) STARS III GWAC, that are interested in participating in a technical capabiliities virtual meeting. No written capability statement is requested. The Commercial Operations Integrated System (COINS) is a multi-user, on-line information system supporting contracting, budgeting, and analyses necessary for the financial management of the airlift augmentation program. COINS prepares and executes contractual documents for commercial augmentation of the Air Mobility Command (AMC) organic fleet to support air mobility efforts worldwide. The system records commercial airlift support requirements; solicits, receives, evaluates, and selects offers from air carriers; prepares certifying funding; and executes contractual documents for airlift services. COINS is the primary vehicle used by USTRANSCOM to contract for cargo and passenger commercial airlift services in support of DoD common-user transportation needs across the range of military operations. The previous acquisition strategy for this effort was via GSA 8(a) STARS II. The Government anticipates utilizing GSA 8(a) STARS II follow-on GWAC, GSA 8(a) STARS II for this acquisition. The previous NAICS was 541519. The anticipated transition is 01 May 2023 and the period of performance can be found on the attached RFI at Section 2. The following notional dates provided are for planning purposes only and are subject to change: Virtual Technical Capability Meetings: 2-3 November 2022 Solicitation release: 2 December 2022 Proposal due date: 13 January 2023 Source Selection activities (e.g. evaluations, discussions as applicable, source selection decision): 14 January 2023 � 21 March 2023 Updates will be provided as applicable. ******************************************************************** Responses to this RFI must be submitted in accordance with Section 6 of the RFI document.
