- Description
- The Naval Air Systems Command (NAVAIR) intends to award a five (5) year, Indefinite Delivery, Indefinite Quantity (IDIQ) contract and orders issued thereunder to Micro Systems, Inc. (MSI), on a sole source basis for the procurement of Systems for Naval Target Control (SNTC) production, spares and repairs. Contract award is anticipated for the first quarter of fiscal year 2024 and the ordering period under the IDIQ is estimated to be completed in first quarter of fiscal year 2029. SNTC is a command and control system for Navy Program of Record aerial targets used to support fleet training and weapons systems test and evaluation. The contract will be structured to allow for the procurement of supplies, spare parts and repair services. The estimated production part numbers and estimated ceiling quantities are displayed below in Table 1. The repair services will be structured to cover minor and major repairs to the SNTC Airborne Transponder, as well as the Navy Common Data Link (NCDL) Automated Test Equipment (ATE). Test, Teardown and Evaluate (TTE), Could Not Duplicate (CND), or Beyond Economical Repair (BER) will also be included to perform initial evaluation of a failed unit to determine the level of repair required, or the cost associated with a finding of CND or BER. This includes all materials, labor, supply chain management and technical support needed to complete the scope of work. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S. 2304(C)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. MSI is the original designer, developer and manufacturer of the SNTC Blocks 1, 2 and 3 systems, as well as the sole integrator of their proprietary systems into Navy Targets. MSI is the only Contractor with the requisite knowledge, proprietary rights, experience and other technical expertise to meet the Government�s requirements specified herein. This synopsis is published for information purposes. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This synopsis does not constitute a solicitation and shall not be construed as a commitment by the Government. The Government is under no obligation to award a contract as a result of this announcement. Responsible sources are encourages to submit a response to this synopsis in writing that contains information that may be used by the Government to determine whether or not to conduct a competitive procurement. A determination by the Government not to open this requirement to competition based upon response(s) to this notice is solely within the discretion of the Government.
