- This request for information (RFI) is issued solely for planning and for the purpose of market research to determine capabilities, feasibility and competencies of sources to provide commercially available and/or mature prototype Unmanned Surface Vessel (USV) systems technology. Technology of interest should have been demonstrated in a representative operational environment for the collection of seafloor, water column and object detection data. Desired solutions are those that: Are capable of executing efficient, continuous, multi-day survey operations in degraded environmental conditions, within minimal supervisory input. Areas of operation include coastal regions and harbors with the potential for high volumes of vessel traffic, fishing activity and stationary or moored objects. Areas of operation also include less complex environments in offshore and deep-ocean regions. Include capabilities to ensure the reliability of the vessel, autonomy, command and control systems, and communications systems. Include capabilities for vessel autonomy, navigation autonomy, mission autonomy and data processing autonomy. Include capabilities for hazard avoidance, obstacle avoidance, grounding avoidance, collision avoidance, allision avoidance and observe of the nautical rules of the road in accordance with COLREGS. Include capabilities for automated deployment, operation and recovery of over-the-side and towed sensors. Include design considerations for alignment with DoN�s Unmanned Maritime Autonomy Architecture (UMAA) Architecture and Common Control System (CCS). This is not a Request for Proposals, and there is no bid package or solicitation document associated with this RFI. The requested information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to this RFI are not offers, and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how to proceed as a result of this RFI. The Naval Oceanographic Office (NAVOCEANO) seeks comments and suggestions that may be used in planning support of potential requirements. Any information provided to the Government in response to this RFI is strictly voluntary and at no cost to the Government. The information provided in this RFI is subject to change and is not binding on the Government. No contract will be awarded from this announcement. This is not an announcement of a forthcoming solicitation, nor is it a request seeking contractors to be placed on a mailing list. Data submitted in response to this RFI will not be returned, and those who respond to this RFI should not anticipate feedback regarding any submission. Attached is the criteria to describe the intended use of USV technology for military survey operations, the desired solutions with the anticipated design and functionality requirements. RESPONSE SUBMITTAL INSTRUCTIONS: All responses must be unclassified. No classified responses will be accepted. Responses to this notice will not be returned. Please include the following information in the response: RFI number stated herein. All responses submitted must specify on the cover page of the response or in the transmittal letter submitted with the response, company name, location of home facility, CAGE code, and Unique Entity ID number ,the business size/status of the organization (i.e., large business, small business, certified 8(a) concern, veteran-owned, hubzone, women-owned, etc.). Small businesses that possess the required capability are encouraged to submit responses to this notice. Provide an informative and technical description of commercially available or mature prototype systems that meet the information outlined the attached document. Written responses to this section should be limited to 50 pages. Documentation such as, technical manual, operations manual, maintenance manual, diagram and drawing submissions are encouraged to amplify the written response. Page limits do not apply. Documented evidence supporting stated capabilities, to include, but not limited to executive summaries from prior survey operations or test events, Video (.mp4 format) highlighting USV operations (e.g. vessel launch (from shore and/or sea), operation, supervision and recovery) and example data products showcasing collection capability are desired, if available. Responses are to include evidence of any demonstrations performed and identify any future demonstrations or operations supporting the DoD. Responses should identify any suggested modifications required to existing prototype systems to meet the intended use of USV technology for military survey operations as described in the attached document. Responses should identify the availability of the number of offered systems with the lead times from time of order to delivery, as well as, any factors affecting availability for the following: Complete USV system USV without a mission suite Responses are requested to provide Rough Order of Magnitude (ROM) pricing for a complete USV system, to include any availability of quantity discounts for multiple orders. ROM pricing should be organized to highlight pricing for various components of the system (e.g. USV, autonomy, command and control, communications equipment, mission suite, Launch and Recovery System (LARS), mobile operations enclosure, shipping material, software, training and spares). All responses to this notice must be postmarked no later than 02 January 2023 at 4:30 p.m. CT. The Government will provide an upload link via DOD Safe for the transfer of RFI response information.
