- REQUEST FOR INFORMATION (RFI) Agency/Office:� �� Defense Human Resources Activity Operations (D-OPS) Acquisition Management Division (AMD) for Defense Manpower Data Center (DMDC)� � � � � � � � � � � � � � Type of Notice: �� REQUEST FOR INFORMATION (RFI) Title: ������������������� Personnel Accountability Portfolio Rationalization RFI Response Time and Date:� �30 November 2022 at 4pm EST 1.0 �DISCLAIMER 1.1� THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A REQUEST FOR INFORMATION (RFI) TO INVITE INDUSTRY AND OTHER POTENTIAL VENDORS INCLUDING BUT NOT LIMITED TO ACADEMIA, SMALL BUSINESSES, LARGE BUSINESSES, AND NON-PROFIT ORGANIZATIONS TO PROVIDE A WHITE PAPER IN RESPONSE TO THE SUBJECT TOPIC. 1.2� THIS IS A RFI ONLY. This RFI is issued solely for market research information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, DMDC is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. 2.0� BACKGROUND 2.1 �The Personnel Accountability (PA) portfolio designs and implements technological solutions to gather, analyze, and share information on the physical location of Department of Defense (DoD) members and affiliated personnel in order to ensure the safety and enhance the readiness of the Armed Forces of the United States. PA provides end-to-end tracking, reconciliation and reporting of DoD personnel location and movements, to include Service members, DoD-affiliated civilians and contractors, DOS, USAID, other Federal Agencies contractors, other DoD-affiliated personnel, Foreign Nationals and U.S. citizens. This includes contractor personnel tracking in support of operations (contingency, humanitarian assistance, and other peace operations), military readiness, reporting of locations at the unit and person level, accountability of DoD personnel during (and after) natural or man-made disasters, and accountability/visibility of noncombatant evacuees. The Personnel Accountability Portfolio is comprised of six different programs focused on similar, yet varying missions.� The full portfolio is undergoing a review of capabilities, technical information, data feeds, and gaps to rationalize and modernize the Personnel Accountability applications.� Innovative and creative approaches to improving the systems, technology, or structure of the programs is desired. 3.0� RFI; QUESTIONS TO INDUSTRY: 3.1� The Government is specifically performing market research to determine if there are potential vendors who can provide cost effective and demonstrable solutions using commercial off the shelf (COTS) capabilities to meet the Departments Identity requirements using COTS capabilities, including collection and maintenance of the biographic information while consolidating the applications in attachment 1 Application Description, while maintaining separate regions on the NIPRNET and SIPRNET.� This notice shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. In addition, it does not guarantee that a subsequent solicitation will be issued. Submission of any information in response to this RFI notice is voluntary and will assist in selecting the appropriate solicitation type/method. Costs associated with any submission shall not be reimbursed by the Government. THE GOVERNMENT IS NOT SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS.��� � � � � � � � � � � The Government is specifically performing Market Research to see if there are potential vendors who can provide the following: Personnel, supplies and services needed to establish a secure Personnel Accountability System using commercial capabilities to provide a front-end interface for creating and managing applications in attachment 1 while consolidating and developing reusable modules to gain an efficiency across applications.� The capability should:� Support collection of biographic information (e.g. name, SSN, DoB, etc.), biometric information (e.g. fingerprints, digital photographs, etc.), and identity documents (e.g. passport, drivers license, etc.) to create an initial identity, as a reusable module to gain an efficiency across all applications on both the NIPRNET and SIPRNET, while maintaining an identity over time and eliminating duplicate identities. Meet DoD Security and Cybersecurity standards for processing Personally Identifiable Information (PII). Interface with DoD data repositories for storage of identity information. Specific to the applications, the consolidation shall: ����������� ����������������������� --Define how to track Department personnel locations worldwide ����������� ����������������������� --Define how to manage natural and man-made disasters in an application with real-time updates providing worldwide access ���������� ������������������������ --Define how to track and manage all personnel (DoD, civilians and others) during an evacuation ������� ��������������������������� �-- Define how to track and manage contractors during operational contingencies to include tracking and managing their entitlements and benefits ����� ����������������������������� ��-- Define the consolidation of all applications/functions while maintaining a NIPR and SIPR capability ������� ��������������������������� ���-- Define how to control sensitive information and provide protection to ensure data remains secure and cannot transmit through unsecure channels ������� ��������������������������� ���-- Define how to establish a seamless reporting capability with standard reports as well as a simplifies adhoc capability for pulling detailed reports by the end user with proper levels of access -- Define how to eliminate duplicate identities that may result from multiple data sources and ensure application interoperability is free from data conflicts.� � � � � � � � � � �� Vendors who wish to respond to this RFI must submit their responses in the form of a white paper, not to exceed 10 pages, addressing the following topics: 3.1.2 COTS applications by name/vendor that may provide a workable solution with current DoD Cloud Computing Security Requirements Guide (SRG) version 1 release 4 (Ver1Rel4) or the ability to expedite certification. 3.1. 3 Reusable module strategy to gain synergy while creating an efficiency 3.1. 4 Controls and access for both NIPRNET and SIPRNET instances 3.1.5� Strategies to create a prototype solution that demonstrates the capabilities as defined in Section 3.� Please provide details on how you propose at a high level of meeting requirements in section 3 so we can properly define requirements and deliverables. 3.2� The Government seeks information from industry, academia, and other organizations to explore existing and emerging processes and to achieve strategic cost savings and efficiencies related to consolidate current applications identifies in attachment 1 into a single application providing multiple distinct functions through a dashboard while integration one or more sub COTS applications when a single application does not provide the level of detail necessary while ensuring sustainment and maintenance is not a proprietary function but developed in� a standard protocol to prevent any requirement for future justification and approval (J&A) authority. 3.3� Additionally, the Government seeks answers to the following questions concerning this requirement. Please consider providing responses: 3.3.1 Timeframe for consolidation 3.3.2 Proposed developer skill sets/level of effort for COTS open-source front end development, sustainment and maintenance. 3.3.3 Sprint cycles needed to reach FOC with high-level project plan/schedule with key milestones 3.3.4 Specific information to help define requirements to meet items in section 3. 3.4� The proposed identified North American Industry Classification System Codes (NAICS) for this is 513210.� Recommendations for NAICS Code, with supporting rationale, are welcomed and may be included in your response in Part 1, described below at paragraph 4.1. RESPONSES 4.1� Interested parties are requested to respond to this RFI with a white paper.� The white paper should contain two parts.� Part 1 should provide administrative information.� Part 2 of the white paper shall answer the issues addressed in Section 3.0 of this RFI and shall be limited to 10 pages. The number of pages in Part 1 of the white paper are not included in the 10-page limitation. 4.2� Responses shall be submitted via e-mail to: melissa.s.tamayo.civ@mail.mil keri.d.martin.civ@mail.mil 4.3� Proprietary information, if any, MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned, but also will not be shared outside the government channels and treated as contract sensitive. 4.4� Contents for Part 1 of the white paper. Provide the following: � 4.4.1� Vendor name, address, website, Unique Entity Identifier (UEI), and Commercial and Government Entity (CAGE) Code. 4.4.2� Point of contact to include e-mail address and telephone number. 4.4.3� Type of business, including socio-economic category (e.g. Large, Small, 8(a) Participant, Small Disadvantaged Business, HUBZone, Woman-Owned Small Business, Service-Disabled Veteran-Owned Small Business, Non Profit). 4.4.3.1� If applicable, GSA contract number and applicable schedule(s). Also include any other existing contract vehicles within or outside of GSA that would be available to the Government for the procurement of product and/or service. This information is for market research only and does not preclude your company from responding to this notice. 4.4.3.2� Recommendations and supporting rationale for the NAICS that best fits a requirement such as this. 5.0� INDUSTRY DISCUSSIONS Government subject matter experts may or may not choose to meet with responding vendors. Such discussions would only be intended to get further clarification of potential capability to meet the outlined requirements. 6.0� QUESTIONS TO THE GOVERNMENT 6.1� Questions regarding this announcement shall be submitted in writing by e-mail to the e-mail address provided in paragraph 4.2. �Verbal questions (i.e. telephone calls) will NOT be accepted.
