- Correct ATS System At Martinez Project # 612A4-23-001 GENERAL INTENTION: Contractor shall furnish all labor and materials needed to perform all demolition, replacement, installation, and commissioning required by this scope located at the Martinez VA medical Center as required by specifications. After the contract is awarded site visits need to be coordinated through the Contracting Officer or Contracting Officer Representative for the project. The period of performance includes material lead times. The period of performance is 300 calendar days from notice to proceed. The contractor will dispose of all equipment components demolished or replaced as part of this project. The contractor will remove of all abandoned conduit conductors and hangers associated with work in this contract. All penetrations in energized pull boxes or cans shall be filled by the contractor in relation to the work performed in this scope. The contractor will be obligated to re-route all utilities as necessary to complete the installation. Contractor shall verify rotation prior to any work performed and confirmation once work is complete. The contractor will verify voltage of the cabling after energization to ensure the system is working correctly along with insulation testing of all newly installed conductors and grounding. The ATS Basis of design is based on the safety features and functions of the 4 pole ASCO 7000 series automatic transfer switch break before make system. All ATSs shall have separate handles to be utilized for manual bypass and isolation bypass function and those handles must be accessible from the exterior of the ATS enclosure. Each ATS shall have a metering system display to include rotation, amps per phase, volts per phase, Frequency and capable to monitor normal and emergency amperage and volts. The ATS must have voltage sensing on the busses to all sources for transferring of the switch only to energized busses. The manufacturer shall provide all training and commissioning of the ATS with its own technicians or manufactured certified technicians, this will be performed after hours and weekends. The contractor will provide short circuit analysis and arc flash coordination studies after work is complete along with installation of arc flash stickers per specification. All permanent splices shall be mechanical compressed connectors with cold shrink wrap installation over the top. All conduit, wire size and pull cans shall be sized per NEC unless otherwise noted. The contractor is expected to have available large staff of electricians available to support an aggressive installation schedule which will require multiple work groups working in different buildings that are able to and certified to complete splicing, wire pulls, and termination as appropriate during off hour shifts over weekends. All electrical panels to be provided shall be 600-amp 277V/480V MLO with a neutral bus. The Panel shall be a minimum of 42KAIC rated and each panel shall have an individual power meter installed as part of the panel which reads out, voltage per phase, amps, hertz, KVA, etc. Basis of design for VFDs are Toshiba Q9 models. The compact size and versatility of these VFD make them a preferred product. Contractor can provide equal type drives but they must be within size for the installation of the existing space. VFDs to be located near the equipment they are servicing. The phasing for this scope of work is difficult and temporary electrical connection will be completed by inhouse electrical staff once systems are established in the project to help with how the project is executed. For bidding purposes, the contractor shall assume night outages over weekends will occur for a minimum staff of (1) Journey man electrician, and (1) Apprentice Electrician per outage team. The VA will do our best to stay within or below this amount but do to the emergency system is being impacted these outages will be more difficult and scheduled at minimal impact times to the facility. SCOPE: Bldg. 19 Work: Contractor shall replace ATS 19-1A-ATS-EM-03 currently a 800 Amp 480V/277V ATS with a new 800 Amp ATS in its same location. The contractor will have 48 hours to complete the removal, replacement, and commissioning of the new ATS in that time frame. This work will only occur on one weekend. Please see specification and scope on ATS equipment requirements. Contractor shall provide and install a new 600 Amp 480/277V 3 phase electrical panel. This panel can be wall mounted or floor mounted as long as it has the 2 inch required housekeeping pad. The 600 Amp MLO panel shall include the following breakers: 3 Phase 400A breaker, (3) 3 phase 125A breaker, (2) 3 phase 225A breakers. The contractor will provide a new breaker in Normal power panel 19-1A-NHS-26 (HBDP) and new 600 rated cables including neutral and ground to the new ATS from this breaker. The contractor shall install a new 600 amp rated breaker in Panel 19-1A-EHS-25 (EMDP) and provide 600 amp rated cables including neutral and ground from that panel to the new ATS. The contractor shall create a minimum 2 housekeeping pad for the new ATS to sit on, please see specification and scope areas for ATS equipment requirements. The contractor shall connect the new 600A electrical panel downstream of the new ATS with 600 amp rated cables including neutral and ground wires. The contractor shall then connect the existing loads of the 2 manual ATSs; 19-1A-MTS-EQ-01 and 19-1A-MTS-CR-01 to the 400A breaker and the 125A breaker provided with the new 600A electrical panel. Contractor is responsible for manipulating the existing conductors and conduit as necessary for routing including pull boxes if necessary. The contractor shall demolish the existing 2 manual ATS switches and unnecessary wiring as needed from the facility including removal of conductors and cabling connections. This work shall occur over one weekend of duration. The contractor shall demolish out EMCC (19-1A-EHM-50) located in Bldg. 19 Electrical room. The contactor shall provide a new 600 Amp 277/480V 3 phase distribution board. This panel shall include the meter requirements as indicated in item M. The contractor shall cut back all existing conduits above the existing MCC and install a pull box sized at 12 x36 X12 . This pull box will provide the space needed to re-work the electrical feeds and splice as needed for all loads in the MCC. The contractor will re-feed the MCC from above with new 4 conduit and 350 MCM Conductors. See list below of motor starters, VFD and breakers to install for each load. The contractor will have 48 hours to complete the removal, replacement, and commissioning of the new ATS in that time frame. This work will only occur on one weekend. Please see specification and scope on ATS equipment requirements. Contractor shall replace ATS 20-1C-ATS-EM-01 currently 225 Amp 480V/277V ATS with a new 400 Amp ATS in its same location. The new equipment shall be installed with a new 2 housekeeping pad or equivalent. The contractor will have 48 hours to complete the removal, replacement, and commissioning of the new ATS in that time frame. This work will only occur on one weekend. Please see specification and scope on ATS equipment requirements. The contractor will relocate or remove pull boxes to support the installation. Bldg. 12 Work (Exterior): Contractor shall replace ATS 12-1Z-ATS-EM-01 currently 600 Amp 480V/277V ATS with a new 600 Amp ATS in its same location. The current is ATS located with an outdoor enclosure, the new ATS shall located within this same enclosure. The contractor will have 48 hours to complete the removal, replacement, and commissioning of the new ATS in that time frame. This work will only occur on one weekend. Please see specification and scope on ATS equipment requirements. ATS Power monitoring and Control System: The contractor shall provide a system that will control the ATS remotely through the power monitoring system and also configure within the new and existing ATSs on the site. The communication will need to be tied through the VA OI&T system communication infrastructure. The contractor will need to provide a server so the system can be self-hosted at the VA facility. This power monitoring system shall the ability to be utilized for power monitoring meters within the new and current ATSs which includes status and position of each ATS and operation of each generator component. The system shall provide power trending logs and shall be utilized to provide automated reports to satisfy Joint Commission requirement for monthly generator testing events. This system will include alert communication by email and text message to staff for when events occur on the emergency electrical system. The contractor will need to install power meters for the generators to be able to track the systems operation. The contractor will be responsible for communication cabling required. The contractor shall provide one remote workstation in Building 19 electrical room which will include a 40 touchscreen display for remote monitoring and access. RECORDS MANAGEMENT OBLIGATIONS Applicability This clause applies to all Contractors whose employees create, work with, or otherwise handle Federal records, as defined in Section B, regardless of the medium in which the record exists. Definitions Federal record as defined in 44 U.S.C. ยง 3301, includes all recorded information, regardless of form or characteristics, made or received by a Federal agency under Federal law or in connection with the transaction of public business and preserved or appropriate for preservation by that agency or its legitimate successor as evidence of the organization, functions, policies, decisions, procedures, operations, or other activities of the United States Government or because of the informational value of data in them. The term Federal record: includes VHA records. does not include personal materials. applies to records created, received, or maintained by Contractors pursuant to their VHA contract. may include deliverables and documentation associated with deliverables. Requirements Contractor shall comply with all applicable records management laws and regulations, as well as National Archives and Records Administration (NARA) records policies, including but not limited to the Federal Records Act (44 U.S.C. chs. 21, 29, 31, 33), NARA regulations at 36 CFR Chapter XII Subchapter B, and those policies associated with the safeguarding of records covered by the Privacy Act of 1974 (5 U.S.C. 552a). These policies include the preservation of all records, regardless of form or characteristics, mode of transmission, or state of completion. In accordance with 36 CFR 1222.32, all data created for Government use and delivered to, or falling under the legal control of, the Government are Federal records subject to the provisions of 44 U.S.C. chapters 21, 29, 31, and 33, the Freedom of Information Act (FOIA) (5 U.S.C. 552), as amended, and the Privacy Act of 1974 (5 U.S.C. 552a), as amended and must be managed and scheduled for disposition only as permitted by statute or regulation. In accordance with 36 CFR 1222.32, the Contractor shall maintain all records created for Government use or created in the course of performing the contract and/or delivered to, or under the legal control of the Government and must be managed in accordance with Federal law. Electronic records and associated metadata must be accompanied by sufficient technical documentation to permit understanding and use of the records and data. VHA and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Records may not be removed from the legal custody of VHA or destroyed except in accordance with the provisions of the agency records schedules and with the written concurrence of the Head of the Contracting Activity. Willful and unlawful destruction, damage, or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701. In the event of any unlawful or accidental removal, defacing, alteration, or destruction of records, the Contractor must report to VHA. The agency must report promptly to NARA in accordance with 36 CFR 1230. The Contractor shall immediately notify the appropriate Contracting Officer upon discovery of any inadvertent or unauthorized disclosures of information, data, documentary materials, records, or equipment. Disclosure of non-public information is limited to authorized personnel with a need-to-know as described in the [contract vehicle]. The Contractor shall ensure that the appropriate personnel, administrative, technical, and physical safeguards are established to ensure the security and confidentiality of this information, data, documentary material, records, and/or equipment is properly protected. The Contractor shall not remove material from Government facilities or systems, or facilities or systems operated or maintained on the Government s behalf, without the express written permission of the Head of the Contracting Activity. When information, data, documentary material, records, and/or equipment is no longer required, it shall be returned to VHA control or the Contractor must hold it until otherwise directed. Items returned to the Government shall be hand-carried, mailed, emailed, or securely electronically transmitted to the Contracting Officer or address prescribed in the [contract vehicle]. Destruction of records is EXPRESSLY PROHIBITED unless in accordance with Paragraph (4). The Contractor is required to obtain the Contracting Officer's approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material, and/or records generated under, or relating to, contracts. The Contractor (and any sub-contractor) is required to abide by Government and VHA guidance for protecting sensitive, proprietary information, classified, and controlled unclassified information. The Contractor shall only use Government IT equipment for purposes specifically tied to or authorized by the contract and in accordance with VHA policy. The Contractor shall not create or maintain any records containing any non-public VHA information that is not specifically tied to or authorized by the contract. The Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected from public disclosure by an exemption to the Freedom of Information Act. The VHA owns the rights to all data and records produced as part of this contract. All deliverables under the contract are the property of the U.S. Government for which VHA shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. Any Contractor rights in the data or deliverables must be identified as required by FAR 52.227-11 through FAR 52.227-20. Training. All Contractor employees assigned to this contract who create, work with or otherwise handle records are required to take VHA-provided records management training. The Contractor is responsible for confirming training has been completed according to agency policies, including initial training and any annual or refresher training. [Note: To the extent an agency requires contractors to complete records management training, the agency must provide the training to the contractor.] Flow down of requirements to subcontractors The Contractor shall incorporate the substance of this clause, its terms, and requirements including this paragraph, in all subcontracts under this [contract vehicle], and require written subcontractor acknowledgment of same.
