Description
36C25023Q0966 Questions and Answers The following are the questions asked before 2 November 2022 by 3:00 PM (EDT). The questions have not been altered in any way. Interested parties that asked alike questions are only answered once. Q1) Can you provide historical valet volumes for pre-COVID and the past 12 months? A1) No, Valet parking has ever been done at Chillicothe VAMC. Veterans were counted entering building 31 for 2 full days with an average of 75 people an hour coming in the entrance. We estimate 20% will utilize the valet service. We have 15-20 parking spots available. Veterans who come in for appointments are usually gone within an hour. Q2) Where is the valet station to be located. A2) Building 31 Urgent Care entrance. Q3) Are other vehicles using the proposed valet location? A3) This is a drop-off location for other Veterans as well, but cars do not stay in this location. Q4) How many dedicated lanes will valet have? A4) there is only one lane but the area at drop-off is wide enough for two cars side by side. Q5) How long are the dedicated lanes? A5) This area is a large circle coming up to the awning at urgent care. Picture/Map was placed below the last question in this document. Q6) Can we restrict access to the designated valet parking area? A6) Yes. Picture/Map of parking area will be attached to the Amendment. Facilities management and police department will make signs. Q7) Are the handicapped spaces in the designated valet parking area available for public use or reserved for valet use? Can that space be used as contractor deems necessary or are they only for use by marked handicapped vehicles? A7) This area is for valet only parking no other vehicles in that parking area. Q8) Please indicate on the map which parking lot is directly south of the main entrance for use to stage vehicles at the end of each day. A8) Picture/Map was placed below the last question in this document. Q9) Please indicate on the map where the main entrance is located. A9) Picture/Map. Awning with Circle to drive up is the main entrance. Q10) What modified COVID-19 service procedures are currently in place? A10) Valet employees must wear mask. Q11) What PPE is required? A11) Valet employees must wear mask. Q12) Can the ANSI high visibility be limited to times with limited visibility like dawn, dusk, fog, etc? A12) Yes, it is at the discretion of the contractor. Q13) If the first PoP is for 12 months, should we update the pricing schedule accordingly? A13) Please fill out the price schedule as it is in the RFQ. CO/CS reviewed the price schedule and found it to be complete and accurate. Q14) On average, how many patients and visitors utilize the VAMC valet service daily? A14) We currently do not have a valet service at Chillicothe VAMC, but please refer to question 1 of this document. Q15) If applicable, who is the incumbent and dollar value of the incumbent s award? A15) This is a new requirement. No incumbent. Q16) Factor 4 in the evaluation criteria document requires offerors to provide proof of garage keepers insurance. We carry full liability as the solicitation requires. Normally, upon award we add any specific insurance and amounts required by the contract. Can we provide our insurance certificate and certify we will add garage keepers insurance upon award as part of our proposal? A16) Yes, please include your current insurance certificate as part of the proposal. After award, the awarded vendor shall increase the insurance to cover the liabilities required before PoP start date. Q17) What code will this solicitation be governed under? Shuttle Bus or Parking/Lot Attendant A17) Please use 812930 (Parking Lots and Garages). Attch D.3 -D.6 EVAL CRITERIA WD and Sups docs (updated).pdf contains the correct labor category. Please use this updated version with your proposals. Failure to do so WILL NOT render a non-responsive bid, but bidders will be required to follow the DOL WD rates of 812930 (Parking Lots and Garages) regardless of which Attch D.3 -D.6 they use with a bid. Q18) How many employees do you need? or is that up to me.  A18) It is up to the vendor to decide how many employees would be needed to fill the requirement. Please see question 1 on this document for an estimate of the volume of visitors utilizing valet parking.
