Description
Statement of Work VISN 23 Primary & Specialty Medicine Service Line VISN 23 Telecare Software Maintenance Background:� VISN 23 operates a Consolidated Call Center (CCC) with three physical locations in Minneapolis, Nebraska-Western Iowa (NWI) and the Black Hills (BH), providing services to all VISN 23 facilities.� The CCC RN triage staff use software called Triage Expert Dual Purpose (TEDP), which is an evidenced based tool to help the nurse complete an assessment and make recommendations for the caller with clinical concerns.� The CCC RNs also use software called Telecare Record Manager (TRM) Plus.� TRM Plus connects TEDP to VistA with a progress note.� The user accesses TRM Plus which communicates with VistA by accessing all patient information and facilitates documentation of the nursing assessment, created in the TEDP, into the patient�s permanent medical record. � The TRM Plus and TEDP software is loaded on a server on the VA intranet.� In the event that the TEDP server fails to connect, the software will attempt to connect to the vendor server.� The user should see a pop-up notification of this occurring.� The annual software maintenance fee for VISN 23 is paid by the VISN 23 Primary & Specialty Medicine Service Line.� The software is used at some locations within VISN 23 for face to face triage, with the possibility for further expanded use in a variety of settings.� This software is also used by Nurse Call Centers across VHA, including VISN 23�s after-hours nurse triage coverage provided by the Dayton VAMC.� Decision Support Services (DSS) is a vendor the VHA sites contract with. Purpose of Project:� �To assist and support nurse clinical decision-making by providing a clinically vetted assessment algorithm, including reference health information, suggested disposition, and follow up recommendations, including self-care or interim instructions.� Statement of Work Description of Work:� In addition to providing software, Document Storage Systems, Inc. (DSS) VHA Support Services will provide the following services as requested: Work directly with OIT staff to address issues with licensed DSS Products to include TEDP. Upon VHA end users logging a ticket with the OIT staff, DSS Technical and Installation Service will work with the VHA end-users to address their issues with licensed DSS products. Help OIT staff configure as necessary licensed DSS products to meet the VHA�s and/or end-users needs within the scope of the licensed product. Advise OIT staff as a subject matter expert as it relates to licensed DSS products and their configurations in internal meetings, new installations of licensed DSS Products, and end-user activities. Advise OIT staff on issues involving licensed DSS product�s infrastructure requirements, including hardware, bandwidth, and best practices. Keep site Veterans Administration Health Care System and/or end-users aware of issues that may impact their usage of licensed DSS products through DSS� Self Service Portal (http://Technicaland Installation.dssinc.com). Upon request make available to OIT staff live reports including: Summary of tickets opened for licensed DSS products for the last 30 or seven days. Summary of incidents, service requests, and problems currently open and those closed in the past seven days for licensed DSS Products. Summary of known issues impacting the site along with their status and expected release date and workaround. Assist OIT staff with keeping licensed DSS products up-to-date including assisting with updates over the telephone or Skype if requested and scheduled at least two-weeks in advance. Distribution of DSS product updates via DSS Enterprise manager to OIT staff. Schedule of Deliverables: Period of Performance:� October 1, 2018 to September 30, 2019 Description of Tasks and Associated Deliverables: Telecare Record Manager Plus Large Hospital Limited License � Minneapolis and Omaha Telecare Record Manager Plus Medium Hospital Limited License � St. Cloud, Fargo, Sioux Falls, and Des Moines Telecare Record Manager Plus Small Hospital Limited License � Black Hills and Grand Island Telecare Record Manager, Call Log Reporter Limited Site License � Iowa City Telecare Record Plus Reporting SQL Database Limited License Triage Expert Dual Purpose � Tier Two.� Annual Limited License. Unlimited nurse users with licensed VISN. Includes technical support, application updates and regular web based training.
