Description
The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Centers for Coastal Ocean Science (NCCOS), Business Support Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with RBR Ltd, to procure RBR Solo Wave Sensors required for quantification of nearshore wave energy at nature-based infrastructure installations. High resolution quantification of both boat and wind-generated waves are critical for design of shoreline erosion mitigation solutions and for understanding the specific wave energy conditions under which various solutions provide effective erosion control.� Researchers at the NOAA NCCOS Beaufort Laboratory are evaluating the performance of historical Nature Based Infrastructure projects. This effort involves analysis of projects that were installed more than 5 years ago and will focus on the extent to which the current project profile (topography and shoreline position) mirrors the designed conditions and on how the local wave climate relates to project performance. Ultimately, this data will be used to inform the siting of future projects. To accomplish this goal, the NCCOS Marine Spatial Ecology Division requires wave sensors that are easily deployable (by attachment to a piling or other local fixed structure), and capable of measuring high frequency (boat waves) and lower frequency (wind waves) energy. Sensors must have an internal battery power source with long battery life and be capable of logging and storing large volumes of data (until sensor retrieval).� The Marine Spatial Ecology Division at NOAA NCCOS Beaufort Laboratory requires six (6) RBR Solo Wave 16 Sensors capable of monitoring high and low frequency wave events, a carrying case that can hold up to six sensors, and one (1) calibration voucher per sensor to be used between 1 � 4 years of purchase. Sensors shall have the capability to sample in continuous and burst mode and be capable of sampling at 1, 2, 4, 8, and 16Hz.� Each sensor must be capable of burst intervals of up to 24 hrs.� The RBR Solo Wave Sensor are compact (less than 10� in length and 2� in diameter).� They have an internal power supply and the sensor have enough memory to store up to 20 million data points between downloads.� These sensors are completely self-contained (no mounting or external power supply or other required accessories).� Lastly, the RBR Solo Wave Sensors include RBRs proprietary software that interfaces with the sensors for downloading collected data. The North American Industry Classification Code (NAICS) for this acquisition is 334519, Other Measurement and Controlling Devices, with a business size standard of 500 employees. This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities.� However, if an interested party believes that it is capable of meeting the requirements and be in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice.� Responses can be sent via e-mail to scott.beliveau@noaa.gov . �Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
