Description
Amendment 0001 to RFQ #47PB0022Q0042 for Boston and Cambridge Trash Recycling and Compost Hauling has been posted. Please note that the deadline for questions has been extended to 11/4/2022 at 3:00PM EST.� The deadline for proposals remains the same at 11/18/2022 at 3:00PM EST. The United States General Services Administration (GSA), New England Region seeks to establish an effective singlestream recycling, waste, and compost hauling program for the following six (6) federal buildings located in Boston and Cambridge Massachusetts: The John F. Kennedy Federal Building, the John W. McCormack Federal Courthouse and Post Office, the Joseph J. Moakley Federal Courthouse, the Thomas P. O'Neill Jr. Federal Building, the J.F. Williams Coast Guard Building, and the John A. Volpe National Transportation Systems Center (Cambridge). These buildings are nonadjacent to each other. The buildings consist of multiple floors containing office spaces currently occupied by Federal tenant agencies, including courtrooms and offices of the Federal Judiciary. GSA is seeking qualified small business offerors with demonstrated prior experience to provide single stream recycling, offsite composting, and waste hauling services for six (6) federal office buildings located in and around Trash Compost and Recycling Boston and Cambridge� �Boston and Cambridge Massachusetts to include the following: 1.Trash hauling of all building waste disposed of in containers located at or in the designated federal building(s). Such refuse or trash shall be disposed of in a state certified landfill. 2. Pick-up of single stream recyclable materials generated at or in the designated federal building(s). 3. Pick-up of compostable waste generated at or in the designated federal building(s). 4. Provide monthly report detailing breakdown of all material hauled in accordance with reporting requirements The GSA has been mandated by presidential Executive Order 13693 to achieve and maintain an overall waste diversion rate of at least 50%. The GSA requires that all buildings throughout the region recycle all building generated wastes to the highest degree achievable using current technology and disposal methods. In addition, GSA will compost, to the greatest extent possible, yard waste and organic waste generated by the building operations. The intent of this Contract is to require the Contractor to provide single-stream recycling, off-site composting and waste hauling services as well as supporting tenant education and promotional services to aid GSA in meeting it�s goals for waste diversion. The Acquisition Management Division (1PQC) alongside the Facilities Management and Services Programs Division (FMSP) located in Region 1 of the GSA is contracting to continue and improve upon the single-stream recycling, offsite composting program and waste hauling services to meet agency-wide sustainability goals. This will be a commercial item service award to a qualified contractor by the US Government. Award under this contract does not grant the successful bidder rights to all recyclable materials generated in the awarded service area. Some recyclable materials such as e-waste are currently diverted by other Government programs. The selected offeror must demonstrate previous experience, applicable licenses within the State of Massachusetts and qualifications to perform full services. The selected offeror must demonstrate knowledge of the ""single-stream"" recycling industry and the capability to both manage and perform an effective single-stream recycling, and off-site composting services. The selected offeror shall be required to provide equipment such as compactors and open containers ranging from 20-36 cubic yards, 3 cubic yard containers, and 96 Gallon containers. The procurement will be made using a total Small Business set-aside in accordance with FAR subpart 19.5 to offerors capable of providing the above services. The North American Industry Classification System (NAICS) code for this procurement is 562111 - Solid Waste Collection and its applicable size standard is $41.5 million. The resulting contract will be Firm Fixed Price (FFP) for a total possible five (5) year period of performance: a base twelve (12) month period with four (4) one (1) year options. The procurement method will be in accordance with (IAW) FAR Part 13 � Simplified Acquisition Procedures and FAR Part 12 - Acquisition of Commercial Items.
