- Description
- This synopsis is prepared in accordance with FAR 5.2 as supplemented with additional information included in this notice.� The proposed contract action is being processed on a sole source basis.� The North American Industrial Classification System (NAICS) code is 332993.� The Small Business Size Standard is 1,500 employees. The Naval Undersea Warfare Center Division, Newport, RI (NUWCDIVNPT) intends to award a four-year C-type production contract with Cost Plus Fixed Fee (CPFF) and Cost only provisions on a sole source basis to Advanced Acoustic Concepts (AAC), Lemont Furnace, PA (CAGE 1VWT7) for the manufacture, testing, and delivery of 129 MK48 Sonar Transmitters (TX) and 209 MK48 Warhead Electronic System (WES) Function Item Replacement (FIR) units for Foreign Military Sales (FMS) partners. �The contractor shall provide non-recurring engineering (NRE) for custom test equipment and recurring incidental engineering services to support production testing and program management.� � First Article MK48 WES and Sonar Transmitters fabricated by AAC are the only units that have successfully met the Government�s qualification requirements.� AAC�s First Article units successfully passed shock and vibration testing, successfully passed Temperature and Humidity testing, successfully completed Factory Acceptance Testing on Government certified test equipment, and successfully completed two in-water runs with specific run profiles.� AAC also completed all technical reviews of their procedures, equipment, and test plans for proper production of the hardware. As a result, AAC is the only qualified manufacturer of MK48 WES and Sonar Transmitter assemblies. To qualify an additional source would cause unacceptable delays in fulfilling the Navy�s requirements.� The proposed contract action is for supplies and services, for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.SC. 2304(c)(1), as implemented by FAR 6.302-1 �Only one responsible source and no other supplies or services will satisfy agency requirements�. The estimated award date of the contract is March 2022.��� � The synopsis is not a request for competitive proposals.� All responsible sources may submit a capability statement, which will be considered by the Government.� A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.� Information shall be submitted prior to 18 November 2022 via email to electronically to Jeff Champlin (jeffrey.j.champlin.civ@us.navy.mil).� Attachments: Draft Statement of Work (SOW)
