THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This notice is for information and planning purposes only, and is a market research tool to determine the availability and adequacy of sources prior to determining the method of acquisition and possible issuance of a Request for Quotation. The notice does not constitute a solicitation for bids, quotations, and proposals, and is not to be construed as a commitment by the Government. The information provided herein is subject to change and in no way binds the Government to solicit for or award a competitive contract.� All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The John A. Volpe National Transportation Systems Center (�Volpe�) in Cambridge, Massachusetts seeks to identify potential sources to assist the Volpe Center in conducting an analysis of industry trends driving the increased use of Class 3 trucks and the related increase in associated crashes. �(Class 3 trucks are those with a Gross Vehicle Weight Rating (GVWR) of 10,001 to 14,000 lbs. and include box trucks, delivery trucks, and heavy-duty pickups.)� The purpose of the analysis is to understand the factors related to the increase in Class 3 truck crashes as well as the increased use of these trucks in commerce. The Volpe Center has also been tasked with exploring alternatives to FMCSA�s current methodology for measuring the effectiveness of the Agency�s roadside inspection program, the Roadside Intervention Effectiveness Model (RIEM). In support of the Volpe Center�s analysis of Class 3 trucks, the Contractor will: 1. Conduct an analysis of industry trends and factors driving the increased use of Class 3 trucks and the related increase in Class 3 truck crashes. �The analysis will address such questions as: -What are the economic and industry trends that have led to the increased use of Class 3 trucks? -To what extend are Class 3 trucks being used in commerce, including in government fleets, as compared with personal uses? -How are Class 3 trucks employed in commerce? To what extend are they used for last-mile deliveries? What are the different types of Class 3 trucks used in commerce and how are they used? To what extent are Class 3 trucks regulated by DOT (i.e., required to have a USDOT number)? What are factors related to the increase in crashes and fatalities involving Class 3 trucks? 2. Provide subject matter expert support for exploring alternatives to the RIEM. 3. Prepare a report documenting the results of the Class 3 truck analysis. 4. Participate in a kick-off meeting with the Volpe Center project team. 5. Participate in weekly status meetings with the Volpe Center project team. Work will be performed at the contractor's site and meetings will be held virtually. Interested Contractors should submit a written Capabilities Statement in sufficient detail demonstrating their capability to meet the requirements stated above and meet the following criteria, should respond to this Sources Sought Notice: -Entity has an active CAGE Code and has a current active registration in the System for Award Management (SAM) at www.SAM.gov� -Entity does NOT appear on the Excluded Parties List -Provide evidence of expertise in these areas (articles, papers published and courses taught), as well as a list of previous studies conducted for the Federal Motor Carrier Safety Administration (FMCSA) and the following:� 1) Supply chain management; 2) Logistics; 3) Motor Carrier Industry; 4) FMCSA data systems; and 5) FMCSA policies and programs.
