DEPARTMENT OF VETERANS AFFAIRS Network Contracting Office 6 (NCO 6) Sources Sought 36C24623Q0131 In accordance with Federal Acquisition Regulation (FAR) Part 10.0002 (b)(2) this Request for Information is for planning purposes only and shall not be construed as a Request for Proposal (RFP), an offer to negotiate or as an obligation on the part of the Department of Veterans Affairs. Responses are strictly voluntary. Respondents will not be compensated, and all information becomes property of the Government upon submission. Additionally, the Government reserves the right to revise and refine contract requirements, before the release of any associated solicitation. Purpose: Department of Veterans Affairs, Network Contracting Office 6 is conducting market research to identify potential sources for construction services to complete the attached scope of work. The work site is main building 500 located in the Hunter Holmes VA Medical Center at 1201 Broad Rock Blvd. Richmond, VA 23249 for the Improve Patient Privacy 4C Phase 2 | Project # 652-21-106. In an effort to enhance opportunities for Service-Disabled Veteran Owned Small Businesses (SDVOSB) as required by Public Law 109-461, specifically the Veterans First Contracting Program, NCO 6 is performing preliminary market research to identify interested, qualified, capable, SDVOSB and VOSB firms possessing the capacity necessary to compete for a VHA procurement opportunity. In case no SDVOSBs or VOSBs possess the capacity, all Small Businesses possessing the necessary capacity are encouraged to provide a response. NOTE: A set-aside category has not been determined. The information compiled by this sources-sought will be used to make the determination on the best procurement strategy for this requirement based on the current market. PROJECT DESCRIPTION: The H.H VA Medical Center (VAMC) is seeking a General Contractor to completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work on the 4C unit as required by drawings and specifications. This project is located on the Fourth Floor in Building 500. The project shall include all work needed to provide to demolish and rebuild approximately 6,800 square feet of the 15,500 square feet of inpatient medicine space in 4C. Interior finishes shall match standard facility materials, colors, and patterns. The inpatient units on 4C will be renovated to create single patient bedrooms with private bathing facilities. Renovations will require total demolition of existing interior construction within these areas to eliminate the 2 and 4 patient bedrooms, enlarge the few single patient bedrooms to provide minimum clearances around the bed and private bathrooms with showers. Patient rooms shall be upgraded to include new communication and audiovisual systems, ceiling lifts, lighting and HVAC. Other areas on the wards will be renovated to eliminate congregate bathing facilities, replace nourishment kitchens, and upgrade nursing stations. ADMINISTRATIVE: The Department of Veterans Affairs anticipates awarding a one-time, Firm-Fixed Price (FFP) Contract. VAAR 836.204 Disclosure of the magnitude of construction projects. Between $ 5,000,000 and $10,000,000. The North American Industry Classification System (NAICS) code for this action is 236220 with a size standard of $39.5 million. The duration of the project is currently estimated at 365 calendar days from the issuance of a Notice to Proceed. However, the results and analysis of the market research will finalize the determination of the procurement method. The type of socio-economic set-aside, if any, will depend upon the responses to this notice and any other information gathered during the market research process. INSTRUCTIONS FOR RESPONDING: 1. If your company is either SDVOSB or VOSB, please state whether you are currently certified by the Department of Veterans Affairs Center for Veterans Enterprise (CVE) based upon North American Industry Classification System code (NAICS) 236220 Commercial and Institutional Building Construction. Current SBA size standard for NAICS 236220 is $39.5M. 3. Please provide a capability statement. Describe your company s in-house capability to accomplish the summarized project scope/goal; how your business intends to meet the 15% self-performance requirement per 13 CFR ยง 125.6(a)(3); and confirmation that your company can obtain performance and payment bonds to cover 100% of the value of the requirement. 4. Please state your firm's name, address, UIE and CAGE number, and primary point of contact, including telephone number(s) and email address. 5. Please provide the following information for your three most relative, recent projects: (a) Contracting agency address and contracting officer s name, email address, and telephone number. (b) Contract number, date, amount of award, and date of completion. (c) Was your company the prime or a subcontractor? If performance was as a subcontractor, please provide the prime company s business name, address, email address, and telephone number, as well as the name, email address and telephone number of a specific contact person. (d) Describe items/services provided under the contract. (e) Please state if there were any performance issues under the contract resulting in the issuance of a Cure Notice or Show Cause Notice by the Contracting Officer.
