- Modification#1:� The purpose of this modification is to:� 1. Post the Questions and Answers. 2. Extend the due date for RFI responses to Thursday, November 10, 2022 at 4:00pm EDT.� BACKGROUND: � The Internal Revenue Service (IRS) has an agency wide mandate to modernize IRS Information Technology (IT) systems and build critical infrastructure needed for the future of the nation's tax system. The agency utilizes an Enterprise File Storage (EFS) solution that provides enhancements and capabilities to the IRS Enterprise Electronic Fax (EEFax) system. These improvements enable the processing, storage, and retrieval of document images that have been captured utilizing EEFax. The systems work together to provide an automated, paperless storage solution for business organizations within the IRS that utilize EEFax. EFS also includes the capability to fax to and from a workflow system that provides routing, viewing, indexing, storing, retrieving, archiving, and querying EEFax images in a secure document image repository. The IRS is seeking a managed service solution that replaces the current EFS platform.� This new solution will be an enterprise content management platform that integrates with EEFax as well as other systems within the agency workflows.� The new solution must be Federal Risk and Authorization Management Program (FedRAMP) authorized on a moderate or high Federal Information Processing Standards (FIPS) 199 level or be leveraged within the current IRS environment or current IRS cloud solution. Other high-level requirements and requested features for the EFS solution are as follows: Index faxes by workflow type Process, store, and give the agency the ability to retrieve documents Have the ability to reject faxes, such as spam faxes, and not allow them to be written to storage, while indicating the reason for the rejection Extend the retention period on a fax image file by permission/role Establish a network file share to receive inbound EEFaxes targeted for the EFS Repository Provide customizable reporting, manually or automatically, as requested Capable of processing up to 75 million EFS repository files per week with up to 30 pages per file 99.999% uptime within a geo-redundant, load-balanced environment Provide encryption for incoming and outgoing data The EFS system must perform Optical Character Recognition (OCR).� A third-party software may be utilized to perform these document captures. The workflow system and EFS Repository must be able to operate independently; i.e., when the EFS Repository is not available, the workflow system must continue to operate, and vice versa.� It also must be configurable to adjust performance for heavy loads during peak periods.� The uptime is 99.999%. The workflow system and EFS Repository must provide a configurable set of monitors and security alerts that notify the IRS service management infrastructure to incidents or problems using standard industry security management protocols.� It must protect against unauthorized access to systems and data to include those measures necessary to detect, document, and counter such threats and incidents.� It must also mitigate the risk of denial of service to authorized users or the provision of service to unauthorized users, including those measures necessary to detect, document, and counter such threats. The system must have the ability to record audit trails throughout the EFS lifecycle, from the time it is received by EEFax to the EFS solution, storage in the EFS Repository, and deletion from the EFS repository. Finally, the software must comply with Section 508 of the Rehabilitation Act of 1973, as amended, requiring electronic and information technology (EIT) that is developed, maintained, used, or procured by the Federal government be accessible to persons with disabilities. The IRS requests information for solutions within the industry that meet the above criteria for an enterprise content management platform.� In the submission, include information about licensing structures and options as well as available Service Level Agreements (SLAs).
