- INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office 9, intends to award a Sole-Source, contract to the University of Kentucky, 800 Rose Street, Lexington, KY, 40536 for the Lexington VAMC, 1101 Veteran Drive, Lexington, KY 40502. FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, applies to this procurement."" The contract is expected to be awarded under FAR 13.106-1 (b). NAICS code: 541715 SBA Size Standard: 1000 Employees PSC: AJ11 SCOPE OF WORK: Anticipate award of contract with the University of Kentucky (UK) to provide the below outlined items to support VHA funded research grant CX001353 Modulation of Mitochondrial Respiration to Treat Colitis PI (Dr. Terrence Barrett, MD). Dr. Barrett is a clinician scientist with the Lexington VA Health Care System and is an expert in gastroenterology. The services required of this contract will assist Dr. Barrett in successfully completing the scientific aims outlined in his research study. Personnel Services UK will provide staff that will participate in studying how AuPhos modulates distinct mitochondria processes, including mitochondrial morphology and biogenesis. This staff will examine effects of AuPhos on mitochondrial complexes and pursue mass spec studies to interrogate localization of AuPhos in IEC. UK will be providing statistical and data analytic support for the entire project. In addition to standard analyses, this staff will focus on identification of interpretable combinations of biomarkers impacting each response variable. They will attend all lab meeting involved with project planning and analysis of data as well as manuscript preparation. Staff will be responsible for the synthesis and characterization of AuPhos for this project as well as examine effects of AuPhos on mitochondrial complexes and pursue mass spec studies to interrogate localization of AuPhos in IEC. Services In order to accomplish the above-mentioned items, the University of Kentucky will require the utilization of mass spectrometry and graphite furnace atomic absorption spectroscopy analysis. The University of Kentucky will provide this equipment and staff to complete these services. Materials and Supplies Will need to reimburse the University of Kentucky for materials and supplies (as well as anticipated M&S waste fees). These materials and supplies will be used for the synethesis and characterization of high purity AuPhos. Duration and Payment Anticipated service to be provided over the course of three years (a baseline year + 2 option years) beginning 12/1/22 11/30/25. PHI/PII The contract does not involve any data sharing with UK that will involve any PHI/PII. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement or quotation, which shall be considered by the agency on or before November 09, 2022, 10:30 am Central Time to Christina.Smith7@va.gov. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements, including proof of training and certification for performing maintenance and service on the listed equipment and systems.
