- The United States Army Installation Management Command, Europe (IMCOM-E) is conducting a market survey to identify sources interested in, and capable of providing armed guard services on all U.S. Army Installations (Kasernes) throughout Germany. �The U.S. Government is interested in knowing to what extend your firm would be capable of providing the services mentioned below. The findings from this Market Research effort may impact future solicitations related to this requirement.� This sources sought is not a solicitation or Request for Proposal as defined by the Federal Acquisition Regulation (FAR) 2.101, and the Government is not requesting offers or proposals at this time.� The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited.� The Government may use the information provided to develop a comprehensive acquisition strategy and solicitation. The anticipated award is an indefinite delivery-type, non-personal services contract, providing and supervising uniformed armed security guards.� The anticipated contract term is a five to ten year ordering period projected to begin in Fiscal Year (FY) 2024. The armed security guards will be responsible for performing the following functions associated with the protection of U.S. Government installations, materials, property, and personnel: static access control, roving patrols (both foot and motorized), inspecting large and small vehicles, intrusion detection alarm system, pass and badge control, and explosive detection dog (EDD) teams. The supervisors, the motorized patrols, and the EDD teams must be able to move from one Kaserne to another Kaserne. � Personnel proposed to work under the contract must be native-born citizens of North Atlantic Treaty Organization (NATO) member nations, who have resided in Germany for not less than twelve months as of the date that your firm would hire them.� Each security guard and supervisor will require a certificate of successful completion of the standards in paragraph 34a of the German Industrie-und Handelskammer (IHK) security guard training/certification program. The employees who will work under this contract must be capable of conversing in English and German to the degree that they understand oral and written communications and can express themselves in work matters (i.e. reporting emergencies, in person, by telephone/radio, in written reports).� The middle and upper level management staff shall have general proficiency in both English and German, able to communicate complex security and legal ideas and concepts to senior U.S. Government leaders, orally and in writing.� All EDD teams must certify with U.S. Government officials before assuming duties and will recertify annually. Security services will be provided at garrisons and Kasernes across Germany.� There are more than 100 posts (some operate 24 hours daily throughout the year, while others operate fewer hours per day, and/or fewer days per week).� The U.S. Government may open new Kasernes or close existing facilities, based on the direction of the Department of Defense. Interested companies are requested to submit capabilities statements to the parties identified below NLT 28 November 2022. �Capabilities statements shall include the following information: Detail capability to organize and assemble a mobile armed guard force to include size, response time, and locations. Detail capability to train & deploy additional personnel concurrently to multiple locations in support of heightened security levels. Input concerning a multiple-award strategy versus a single award strategy, and your capability to support one or both. Minimum mobilization period (in months) to meet the requirement to include necessary time to recruit, hire, train, and locate the necessary workforce. Ability to obtain the necessary assets and licenses/certifications (e.g. weapons, EDD teams) and move them from one Kaserne to another, including across Federal German State boundaries. Experience performing the same or similar requirement within the last 5 years (include contract number, contract type, dollar value, number of employees, summary of work performed). Input concerning a 5 year contract versus a 10 year contract, and your capability to support one or both. Input concerning including the EDD requirement versus removing the EDD requirement, and your capability to support either one. Input concerning increased levels of Force Protection Conditions (FPCON) and time needed to ramp up between levels.
