Description
The purpose of this amendment is to notify all potential vendors the submission requirement for this opportunity has been changed. Firms that fully meet the requirements described in this announcement shall submit your response in the form of form of one hard copy and one (1) electronic copy on DVD or CD. This amendment also is to share questions and answers received to date regarding the original announcement posted which are listed below: 1. Do we need to submit as a team, or can we submit alone? Answer: you can submit as a team or alone so long as you have the required disciplines covered. a. If we need a team does the lead need to be an architect? Answer: No b. Can a Landscape Architect be a prime? Answer: Yes c. Do we need to cover all the possible types of projects listed with our team? Answer: It�s not required but up to you. d. Or can we submit alone and pull together an appropriate team for a selected project when the time comes. You should have the all the required disciplines covered with either your choice of alone or pulled together team. 2. Under Submissions Requirements the IDIQ says section H can be up to (20) two-sided pages which sounds like it could be 40 front and back pages total. However, another paragraph specifies that a page is defined as one side of an 8 � x 11 which suggests that (20) two-sided pages may mean that it is 10 pages with front and backs. Can you clarify? Answer: 20 Double sided pages. 3. Are Tabs allowed to separate SF330 Sections? Answer: Tabs are allowed. 4. Is the submittal allowed to have a front cover before the cover letter? Answer: Yes, cover sheet is allowed. 5. Confirming no printed copies are required? Answer: The submission requirement is being changed. Firms that fully meet the requirements described in this announcement shall submit your response in the form of one hard copy and one (1) electronic copy on DVD or CD. 6. Confirming no additional standalone pages to be added to the submittal, aside from cover, cover letter, tabs, and SF330 forms? Answer: Submission of any additional material under Section H of the SF-330 is encouraged, but only to the extent that it graphically (via drawings and photographs) substantiates the relevant project work specifically described on the SF-330. The additional information provided under Section H of the SF-330 should not exceed (20) two-sided pages. 7. Are you allowing any additional submittals, such as an example report, example of construction documents, examples of renderings, that might be referenced in the SF330s? This has been allowed in the past, although I believe there was a page limit? Answer: Submission of any additional material under Section H of the SF-330 is encouraged, but only to the extent that it graphically (via drawings and photographs) substantiates the relevant project work specifically described on the SF-330. The additional information provided under Section H of the SF-330 should not exceed (20) two-sided pages. 8. The solicitation says 1� margins on all sides. The SF330 forms have smaller than 1� margins. Assuming it is okay to match the SF330 margins on the rest of the submittal, which are closer to 3/8�? Answer: All non SF330 pages need to have 1"" margins 9. We are interested in submitting a response to the referenced solicitation as a prime consultant. We would like to confirm our ability to participate as both a prime and small business subconsultant on the solicitation. In other words, we would like to submit a proposal as the prime as well as be included on other teams as a subconsultant. Would that be acceptable? Answer: Yes, it is acceptable. 10. For clarification, is the page limit for Section H 40 pages total (single sided)? Under the Submissions Requirements section, the solicitation states �The additional information provided under Section H of the SF-330 should not exceed (20) two-sided pages.� Answer: 20 Double sided pages. 11. Please clarify what is required on the organizational chart requested in Evaluation Criteria 1. Professional Qualifications. The solicitation states �Provide and organizational chart including the names of key personnel, firms, disciplines, roles and responsibilities, length of employment with the firm, and technical expertise, and office location where work will be performed�. Items requested to be displayed on the organization chart are typically included in an SF330 resume (roles and responsibilities, length of employment with the firm, technical expertise, and office location). Can we limit the information on the Section D Organizational chart information to: name, discipline, and firm name, displaying the additional information in the Section E resumes? Answer: You are entitled to limit the information on Section D to whatever you like, the evaluation criteria so long as the information demonstrate the firm�s principals, key staff, and other consultants or disciplines required for contract performance including professional registrations, advanced degrees and recognized designations of industry professional organizations. 12. Please clarify where the matrix requested in Evaluation Criteria 1. Professional Qualifications should be included in the SF330. The solicitation states �Firm(s) shall provide a matrix clearly communicating which individuals and disciplines are included in the primary firm or partnership and the states in which the individuals hold a professional license or certification�. Is this intended for inclusion with the organizational chart or as an introduction to Section E Resumes? If with the organizational chart, can this be included as a separate page after the organizational chart? Answer: You are entitled to put your proposal together as you choose. The format of the matrix is your choice so long as it clearly communicating which individuals and disciplines are included in the primary firm or partnership and the states in which the individuals hold a professional license or certification. Where you included the matrix in section E or section D is up to you so long as it is in the proposal. 13. Please clarify the difference between the Electrical Engineer and Licensed Electrical Administrator and Mechanical Engineer and Licensed Mechanical Administrator identified in the Required Disciplines in terms of education, licensing, and experience? Answer: There is no difference they�re one in the same. 14. The solicitation indicates that two (2) electronic (USB Thumb Drive) copies are required as the submittal. Many firms and agencies have restrictions on the use of Thumb Drives. Are you considering any other forms of submittal? Answer: The submission requirement is being changed. Firms that fully meet the requirements described in this announcement shall submit your response in the form of tone hard copy and one (1) electronic copy on DVD or CD. 15. The solicitation indicates that responses to questions will be posted via amendment. Do you have a date that all questions and answers will be posted? Answer: Question and answers will be posted around 11/7/22. 16. Is there an overall page limitation for the entire SF 330 including the cover letter? Answer: No 17. Page #5, under Required Disciplines must ALL professionals listed in the first paragraph be included in this SF 330 submission? Therefore, for any discipline our firm does not provide ""in-house"" must we include a subconsultant resume for each separate discipline in Section E? Therefore, we could easily have 20+ resumes included in Section E for each required discipline, and would that be permitted not knowing what the individual task orders? Answer: Yes, firms will need to show how they will meet the requirement of all required disciplines. Therefore, will need to show who on their team will complete this required discipline. 18. Are Section F example projects limited to one page each totaling 10 projects? Answer: No 19. Per the solicitation, it states that Section H must be limited to information that graphically (with drawings and photos) substantiates the relevant project work included in Section F. Are narratives permitted in Section H to address criteria items: 3, 4, 5 and 6? Answer: Yes 20. Does the term �graphically displayed information� noted for Section H allow the inclusion of additional Section F example projects beyond the 10 projects maximum limitation? Answer: No 21. Is a small business subcontracting plan required to be included in response to this solicitation? Answer: No, not to this announcement, but to the solicitation that will be issued to the most qualified firms selected after evaluation of SF330 and oral presentations. 22. Are you looking for projects in Section E to specially address unique challenges in design and construction OR are you looking for a separate narrative in Section H to generally address this? Answer: Input information that you feel makes you the most highly qualified firm for this requirement. 23. In regard to Past Performance on private sector projects, are you particularly interested in reference letters and contact names and phone numbers? Answer: Evaluation of this factor will be based on the past performance data from the projects presented in Section F of the SF 330 (provide references and current phone numbers). 24. In section Evaluation Criteria, 5. Past Performance, there is a limit that past performance be within the past 5 years. Does that limit apply throughout the proposal, or just in Section F. Example Projects of the SF330? (e.g. Can projects listed in individual resumes be older than the 5-year cutoff?) Answer: limit applies just in Section F. 25. The section titled Required Disciplines includes a Facility Condition Assessment Specialist. Is there a specific license or certification you require for this discipline? If not, is there a level of experience or expertise desired? Answer: No, submit your purposed person for the role 26. The solicitation states, �For information in Section H of the SF-330 a 11-point font is required.� It also states, �A page is defined as one side of an 8 1/2 x11 inch sheet of paper, with at least one-inch margins on all sides with the exception of the organization chart.� The SF-330 template referenced in the RFP uses 1/2-inch margins and a font that appears to be smaller than 11-point. Are all pages of the response required to use 11-point font and 1-inch margins, or just Section H? Answer: Just section H. All non SF330 pages need to have 1"" margins 27. For the (5) Past Performance under the Evaluation Criteria, the request is for projects to be within 5 years. Could this be extended to 10 years? Answer: We�re looking for the most recent and relevant examples. IAW the announcement the past performance needs to be with in the last (5) years. 28. On Solicitation Page 10, under 1. Professional Qualifications, there is a list of items to be included on the organizational chart vs. items to be included on a matrix. a. Can `length of employment with the firm� and/or `office location where work will be performed� be included on the matrix instead of being included on the organizational chart? Answer: Yes b. The organizational chart is dictated to be attached within SF 330 Part I - Section D. Can we include the matrix within Section H or where would you like the matrix to be placed within our submission? Answer: We recommend including it in section D c. Can you remove `office location where work will be performed� from inclusion on the org. chart and/or matrix? All Section E resumes under question 15 clearly identifies the office location (City and State) of each staff member. Furthermore, all Part IIs then support and back up the office locations involved in delivering services. Answer: No, the requirement will not be removed. 29. There is mention of a `Letter of Interest� on Solicitation page 14 under Submission Requirements. There is also mention of a `Cover Page� and `Cover Letter� in the paragraph that follows. a. Can you please clarify if a Letter of Interest, Cover Page, and Cover Letter are three separate items? Answer: Cover Page is the first page of the document submitted. b. Is the Letter of Interest and Cover Letter the same item? Answer: Yes c. Can you please clarify or restate what must be included on each of these items? Answer: A letter of interest/cover letter is a documented letter that shows/details you�re interested in the requirement and focuses on introducing yourself/firm as well as your skills set to the government. As opposed to a cover page is the cover of the document., d. Do these items have any bearing on how firms are evaluated? Answer: No 30. On Solicitation Page 5, under Required Disciplines, the instructions state that ��registered professionals who possess professional licenses and/or certification in the following disciplines in the primary geographic area and who are experienced at practicing each specific required professional discipline in the primary geographic area:� a. Can you clarify or define what the `primary geographic area� is? The 13 states that make up the NPS Midwest region (Minnesota, Wisconsin, Michigan, Ohio, Indiana, Illinois, Iowa, Missouri, Arkansas, Kansas, Nebraska, North and South Dakota). b. Is the `primary geographic area� Regions 3, 4, 5 - 13 states? Answer: Yes c. Do key personnel covering the required disciplines need to hold licensure in all Region 3, 4, 5 - 13 states? Answer: Yes d. Do key personnel covering the required disciplines need to hold licensure in one or more of the Region 3, 4, 5 - 13 states? Answer: Yes, one of their team members need to be licenses and/or certified in one of 13 states in each of the required disciplines. e. Given this solicitation is to contract with WOSB or SB, i.e., firms with limited resources, can key personnel covering the required disciplines hold licensure in any US State instead of within the primary geographic area? Answer: No f. Will firm submissions be disqualified if any key personnel covering the required disciplines do not hold the required licensure in the primary geographic region? Answer: No, but those firms may not be rated as high in the evaluation process. g. Will firms and/or key staff be scored lower during the evaluation process if any key personnel do not hold the required licensure in the primary geographic region? Answer: No, but those firms may not be rated as high in the evaluation process. h. Can firms commit to use of reciprocity if licensure is required in primary geographic area? Answer: Yes, but at a minimum one of their team members needs to be licenses and/or certified in one of 13 states in each of the required disciplines. i. Can the wording `primary geographic area� be removed from this section of the solicitation? Answer: No
