- This is a Synopsis Notification action. The U.S. Military Academy, Mission & Installation Contracting Command (MICC), West Point, NY intends to negotiate on a sole source basis, under the authority of the Federal Acquisition Regulation (FAR), FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, with New York City Lites, Inc. to procure light and visual production services. The contractor shall provide lighting designs, plots, plans and installation services for the West Point Holiday Show to be held on 12/03/22 and 12/04/22. This notice is being published in accordance with FAR 5.101(a)(1) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive proposals. This notice is issued solely for information and planning purposes � it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future.� This notice does not commit the U.S. Government to contract for any supply or service.� Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder.� Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued.� If a solicitation is released, it will be synopsized on the Government wide Point of Entry.� It is the responsibility of potential offerors to monitor the Government wide Point of Entry for additional information pertaining to this requirement. The anticipated North American Industry Classification System (NAICS) Code is 541490 with the associated size standard of 8M. The contractor will provide supplementary lighting system to enhance the coverage and�effect of light in the Eisenhower Theater. The contractor shall: � Provide full cyclorama lighting coverage. � Equipment will need to be operational for production rehearsals listed on the attached�master production schedule. � Provide any additional lighting requirements for lighting design and additional personnel�needed to complete this service. � Provide spotlight operators, programmers, and any skilled setup and tear down stagehands as needed by the proposed design. � Provide staffing for all installations, setups, teardowns, and rehearsals. � Ensure that all performance elements are available for the dress rehearsal noted on the�master production schedule. � The contractor will provide the lighting designer and lighting assistant for site survey and�design consultation. Due to the time restrictions of this requirement and New York City Lites, Inc. experience�meeting the departments needs the USMA Band has identified New York City Lites, Inc. as the�only contractor able to meet the requirements of this procurement. The Government intends to solicit and negotiate with only one source under Simplified Acquisition Procedures (SAP), pursuant to the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1)(i). For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to meet all aspects of the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
