- This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). This requirement will provide for full and open competition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06.This requirement will be for to host, deploy and sustain an array of Enterprise Business Systems that will be utilized throughout various Navy Organizations to include all NAVFAC sites, all Navy Regions, the Marine Corps, and select private business partners.The Naval Facilities Engineering Systems Command (NAVFAC) Engineering and Expeditionary Warfare Center (EXWC) has a requirement to obtain services for transportation and storage of backup tapes for disaster recovery purposes. The requirement is further detailed in the attached Statement of Work. The following provision applies to this acquisition: FAR 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services.The following provision applies to this acquisition: FAR 52.212-2, Evaluation-Commercial Products and Commercial Services. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:? Technical: The Government will evaluate the offeror?s technical capability as it relates to how the offer conforms to the requirements stated in the Statement of Work.? Price: The Government will evaluate price by conducting a price analysis. The total price will be evaluated. Price analysis will be performed by using one or more of the various price analysis techniques and procedures listed in FAR 15.404-1(b)(2).All offerors shall include a completed copy of the following provision: FAR 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services.The following clause applies to this acquisition: FAR 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services.The following clause applies to this acquisition: FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services.The offer must comply to all parts of the Statement of Work.
