Description
Army Contracting Command � Detroit Arsenal (ACC-DTA) proposes to award a new two-year hybrid Firm Fixed Price (FFP) & Cost-Plus Fixed Fee (CPFF) requirements type contract to JCB to SLEP an estimated 45 High Mobility Engineer Excavator Type I (HMEE I) vehicles to a like new condition and modernize them to the current HMEE IV configuration. The proposed action will be executed on behalf of the Product Manager Engineer, Maintenance, & Support Equipment (PdM EMSE). The contractor shall be required to perform a SLEP effort on an estimated 45 Government owned HMEE-I vehicles during the two-year contract period. The SLEP effort also includes converting HMEE-I vehicles to a HMEE-IV (Electric-Over-Hydraulic (EOH)) configuration and SLEP of Crew Protection Kits (CPK). The SLEP effort consists of two parts: 1) a Core Effort (Core) which includes only those tasks that are performed on each vehicle and 2) an Additional Work Effort (AWE), which includes repair actions beyond the Core Effort which are unique to each individual vehicle based on its.� The Core effort will be FFP and the AWE CPFF.� The purpose of this SLEP effort is for the contractor to provide the modernized vehicles to the United States Government as HMEE IVs in a zero hours/zero miles condition. The SLEP effort is projected to double the estimated useful life of the vehicles by an additional 10 to 15 years. Vehicles will be identified based on mission needs and availability, with the PdM EMSE, providing the list of HMEE-I vehicles to be inducted into the SLEP program with a point of contact at origin.
