Description
To All Prospective Offerors: This is a presolicitation notice in accordance with FAR 5.207.� Please note the following: Action Code: �The principal geographic code for this proposed contract is 935. Date: �The proposed date for releasing the solicitation is the last week of November 2022. Year:� The estimated period of performance for the EECA activity is five (5) years. Product or Service Code: �The NAICS code for this activity is 541990. Contracting Office Address: 100 Totius Street, Groenkloof, Pretoria, South Africa Subject:� Empower East and Central Africa (EECA) Proposed Solicitation Number: 72067423R00002 Closing Response Date: �We anticipate the closing date will be toward the end of January 2023. Contact Point or Contracting Officer:� Nancy Kleinhans, Contracting Officer Contract Award and Solicitation Number: See information to point no. 7 Estimated Contract Award Dollar Amount: �Between $90,000,000 and $95,000,0000 Contract Award Date: The proposed award date will be at the end of June 2023. Description: The United States Government, represented by the U.S. Agency for International Development (USAID) Southern Africa intends to solicit for a new Power Africa project to increase the availability of and access to affordable, reliable, and sustainable electricity in East and Central Africa (ECA) which will connect more users to electricity on the grid and beyond the grid; support cleaner electricity generation delivered by the grid and accelerate distributed renewable energy; and work with ECA governments to improve the enabling environment for energy sector investment and innovation. Place of Contract Performance:� East and Central Africa, which includes Democratic Republic of Congo, Central African Republic, Republic of Congo, Rwanda, Uganda, Burundi, Tanzania, Kenya, Ethiopia, Somalia, Djibouti, South Sudan, and Sudan. Set-aside Status:� There is no set aside for this procurement. The procurement will be conducted through full and open competition, under which any type of organization (large or small commercial [for profit] firms, educational institutions, and nonprofit organizations) is eligible to compete. The procedures set forth in Federal Acquisition Regulation (FAR) Part 15 apply. This is not a request for proposal. Issuance of this synopsis does not in any way obligate the U.S. Government to issue a solicitation nor does it commit the U.S. Government to pay for costs incurred in the preparation and submission of a proposal.
