Yes COMBINED SYNOPSIS/SOLICITATION Janitorial Services for the WFO Kansas City in Pleasant Hill, MO (I)�� �This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II)�� �This solicitation is issued as a request for quotation (RFQ). �Submit written quotes on RFQ Number NWWR94462300033VES. (III)�� �The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08 (OCT 2022) (DEVIATION 2020-02) (NOV 2021). (IV)�� �This solicitation is being issued as a total small business set aside. The associated NAICS code is 561720 The small business size standard is $19.5 Million (V)�� �This combined solicitation/synopsis is for purchase of the following commercial services: Janitorial Services for the WFO Kansas City in Pleasant Hill, MO Line Item 0001: Base Year - 01/01/2023 � 12/31/2023 Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for janitorial services at the the WFO Kansas City in Pleasant Hill, MO, �in accordance with the Statement of Work for the period of 12 months. Line Item 1001: Option Year - 1 01/01/2024 � 12/31/2024 Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for janitorial services at the the WFO Kansas City in Pleasant Hill, MO, �in accordance with the Statement of Work for the period of 12 months. Line Item 2001: Option Year 2- 01/01/2025 � 12/31/2025 Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for janitorial services at the the WFO Kansas City in Pleasant Hill, MO, �in accordance with the Statement of Work for the period of 12 months. Line Item 3001: Option Year 3- 01/01/2026 � 12/31/2026 Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for janitorial services at the the WFO Kansas City in Pleasant Hill, MO, �in accordance with the Statement of Work for the period of 12 months. Line Item 4001: Option Year 4- 01/01/2027 � 12/31/2027 Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for janitorial services at the the WFO Kansas City in Pleasant Hill, MO, �in accordance with the Statement of Work for the period of 12 months. (VI)�� �Description of requirements is as follows: See attached Statement of Work which applies to the base year and all 4 option years and the Department of Labor Wage Rates: WD 2015-5015 Revision No. 18, dated 07/01/2022, which can be found on: �https://wdolhome.sam.gov/ BACKGROUND: Janitorial Services are required for the upkeep and maintenance of the Weather Forecasting Office Kansas City located in Pleasant Hill, MO. GENERAL REQUIREMENTS: 1.�� � Janitorial service is to furnish suitable indoor entrance mats. 2.�� �All cleaning equipment, materials, and supplies shall be furnished by the contractor, and properly stored in the area designated by the Meteorologist-In-Charge. �Paper towels, toilet paper and liquid hand � �soap shall be furnished by the contractor, and stored in the supply room. 3.�� �Services performed under this contract shall be performed between the hours of 4 pm and 6 am. 4.�� �Inspection and acceptance of work will be done by the Meteorologist-In-Charge or his/her designated representative. 5.�� �All sweeping of the floor covering shall be by the dustless pickup method using either the laundered or the disposable type of treated cloth, as appropriate. All dusting shall be done by the damp or treated cloth methods of vacuum method. Only safe tools and equipment are to be used. 6.�� �All materials should be in good working condition. 7.�� �The contractor shall remove all waste from the premises and place in trash container provided by the National Weather Service. Any plastic bags used for disposal of wastepaper and trash must be supplied by the contractor. 8.�� �Additional work not covered in specifications as order by the Meteorologist-In-Charge. All absences must be coordinated with the Meteorologist-In-Charge. The contract requires service to be performed Sunday through Friday with Saturday as day off. � 9.�� �Janitorial service should provide Material Safety Data Sheets (MSDS) for all products used on site within first month of contract. 10.�� �Follow OSHA regulations. TASK DETAILS: 1.�� � DAILY REQUIREMENTS (Monday, Wednesday, and Friday) a.�� �Vacuum, sweep or dust mop all uncarpeted floors including hallways & entry ways, using chemically treated absorbents. All sweeping of uncarpeted floors, shall be done by the dustless method using either the laundered or the disposable types of treated cloths, as appropriate. �Spot clean unusually dirty areas such as spills, marks or tracks. �Damp mop areas in Ops area, if unusually dirty. �Mop should be damp but NOT WET, to assure that no water seeps down through floor seams. �To remove marks or stains, use all-purpose spray cleaner. �Under no circumstances will WAX, OIL, or other coatings be applied to the Ops floor as the anti-static properties of this floor will be lost. b.�� �Vacuum all carpeted areas. Spot clean unusually dirty carpeted areas as necessary. c.�� �Empty wastebaskets and containers. Replace plastic liners when soiled. In case of leakage, damp wipe receptacle clean to remove all residue. �Remove all refuse to proper outside containers. Put recyclable items into the recycle bin on the north side of the facility, and the non-recyclable trash in the appropriate bin in the same area. d.�� �Wash and clean rest rooms, fixtures and mirrors. Wash, clean and disinfect all toilets and urinals. Spot clean toilet enclosures, baseboards, pipes, sills and walls. Refill towel, soap and toilet tissue dispensers. A sufficient quantity of towels, soap and toilet tissue will be made available to the contractor. e.�� �Wet mop rest room floors with disinfectant solution. f.�� �Clean and disinfect water fountain. g.�� �Spot clean glass on entrance doors and windows, as needed. h.�� � In ready room, wet mop floor, clean table surfaces and counter tops (including behind microwave). � Refill all dispensers and containers. 2.�� �WEEKLY SERVICE a.�� �Wet mop all uncarpeted floors including corridors (except Ops area), hallways and entrances using a detergent solution. Remove all oil, tar and stubborn dirt. �Damp mop floors in Ops area weekly. b.�� �Wash glass entrance doors inside and out with cleaning material that will not film, streak or stain. c.�� �Clean and scour ready room sink, cabinets, exterior of appliances, and wall surrounding wastebaskets. d.�� �Clean all office furniture, including but not limited to desks/tables, cabinets (including the fabric doors), partitions and designated equipment, fixtures, window sills and ledges. e.�� �Empty outside trash receptacles & ashtrays. �Clean cigarette receptacle. f.�� �Dust horizontal surfaces throughout facility that are readily accessible and visibly require dusting. �All dusting shall be done by the damp or treated cloth methods.�� � � � � � � � � � � �� Method and material used must not leave film, streaks or stains. 3.�� �MONTHLY SERVICE a.�� �All interior glass is to be cleaned on both sides using a commercial glass cleaner. b.�� �Wash inside of all exterior windows. Methods and material used must not leave film or streaks. Wipe all spillage and drips. Drop cloths will be used to protect floor and equipment from dripping and stains. c.�� �All ceiling vents are to be cleaned. d.�� �Clean mini-blinds. e.�� �Clean toilet enclosures. 4.�� �QUARTERLY SERVICE (October, January, April and July) a.�� �Spot clean walls, doors and window ledges to remove fingerprints, marks and smudges. b.�� �Shampoo and vacuum carpet in high traffic areas. c.�� �Vacuum/wash chairs using methods and material which will not leave film, streaks or stains. �Clean upholstered chairs, removing stains, etc. d.�� �Clean countertop under microwaves. e.�� �Damp mop complete equipment room floor. �Mop should be damp but NOT WET, to assure that no water seeps down through floor seams. �To remove marks or stains, use all-purpose spray cleaner. �Under no circumstances will WAX, OIL, or other coatings be applied to this floor as the anti-static properties of this floor will be lost. 5.�� �SEMI-ANNUAL SERVICE (October and April) a.�� �Wash outside of all exterior windows. Methods and material used must not leave film or streaks. Wipe all spillage and drips. b.�� �Shampoo and vacuum all accessible carpet floors in offices and conference area. c.�� �Thoroughly clean uncarpeted floor in all areas. d.�� �Strip and wax restroom floors with good quality wax. 6.�� �ANNUAL SERVICE (July) a.�� �Strip and wax floors of ET and ESA offices with good quality wax. � b.�� �Ceramic Tile Floors (Breakroom, Restrooms, and Entryways) All ceramic tile floors shall be cleaned using the following procedure: c.�� �Sweep or vacuum as required removing loose dust and dirt. d.�� �Remove foot marks and small spills and damp mop or sponge. e.�� �A cleaning solution shall be mixed according to the manufacturers directions. Use double bucket or two standard buckets, one containing fresh cleaning solution, the other to receive dirty cleaning solution removed from the floor.� f.�� �Apply cleaning solution to the floor and agitate with a floor machine and scrubbing brush attachment or, a long handled scrubbing brush. �Be especially careful to loosen all dirt in grout joints. �Work small areas at a time to keep dirty cleaning solution from drying on floor. g.�� �Remove all dirty cleaning solution from floor with wet mop or autoscrubber. h.�� �Let floor dry before allowing traffic.
