- The U.S. Army Contracting Command � Rock Island (ACC-RI) issues Invitation for Bid (IFB) W52P1J-22-B-3000 for road maintenance, repair, and new construction, to be done on an as needed basis at Pine Bluff Arsenal (PBA). The requirements shall be completed in accordance with the Statement of Work (SOW), and specifications contained in this solicitation. This IFB is issued as a 100% total small business set-aside. The Government intends to award a single Firm-Fixed-Price (FFP) with Economic Price Adjustment (EPA) Indefinite Delivery Indefinite Quantity (IDIQ) contract. This IFB is issued using the Two-Step Sealed Bidding Method in accordance with Federal Acquisition Regulation (FAR) part 14.503. See �Instructions to Bidders� contained in the solicitation document for Technical Requirements and Evaluation Criteria. The corresponding NAICS code is 237310; the small business size standard is $39,500,000.00; and the Product Service Code (PSC) is Z2LB. Vendor will perform work required under this solicitation via FOB Destination at Pine Bluff Arsenal, postal address: 10020 Kabrich Circle Pine Bluff, Arkansas 71602-9500 A site visit will be scheduled within 14 days of the release of this IFB. All interested contractors are encouraged to attend the site visit. All information pertaining to the scheduling of, and attendance for the site visit is forthcoming and will be posted as anamendment to this IFB. Refer to the solicitation document and attachments contained in this solicitation for additional details. Industry is encouraged to ask any and all questions to assist in delivering the best bid to the United States Government (USG). All questions shall be submitted via email to the points of contact listed in the solicitation document. Please include the solicitation number in the subject line. All questions received and respective answers will be posted to the sam.gov website via an amendment to this solicitation. Amendment 01 to solicitation W52P1J-22-B-3000 has been executed as of 6OCT2022. Amendment 01 can be found in the list of Attachments associated with this solicitation. The closing date of this solicitation remains unchanged. Amendment 02 to solicitation W52P1J-22-B-3000 has been executed as of 25OCT2022. The due date for Step-One Technical proposals is hereby extended to Wednesday, November 2, 2022 at 9:00 AM CT. Step-Two Price Bids are due by 9:00 AM CT on the 10th business day following acceptance of the technical proposal. The closing date of this solicitation is hereby extended to Monday, November 21, 2022. Amendment 02 can be found in the list of Attachments associated with this solicitation. Amendment 03 to solicitation W52P1J-22-B-3000 has been executed as of 9NOV2022. Amendment 03 incorporates the current revision of FAR clause 52.219-14 into the solicitation.
