Description
The U.S. Army Corps of Engineers, Mobile District (SAM) intends to place a brand name specification into solicitation W9127823R0003 in accordance with FAR 6.302. Interested persons may identify their capability to respond to the requirement. This notice is not a request for competitive proposals; however, all information received by the date indicated in this notice will be considered by the Government. A determination by the Government not to include this proposed brand name specification based upon responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers, Directorate of Contracting, is conducting a market survey to identify alternate sources for Triton Incorporated Trito-flex 2k spray-on rubber membrane coating and topcoat to be applied on a modified bitumen roofing system. The U.S. Army Corps of Engineers, Mobile District, anticipates a future procurement for the FY-23 Building 103 Roof Replacement project located at Michoud Assembly Facility (MAF) New Orleans, LA.� The existing Building 103 modified bitumen roofing system was designed and installed in 2001.� The existing system is a GAF Styrene-Butadiene-Styrene modified bitumen roof on tapered insulation and is nearing the end of its useable lifespan.� Repairs on the roofing system for minor leaks, tornado damage, and punctures have been completed. During various assessments it has been noted the roof must endure standing water for extended periods of time.� The required solution must be 100% waterproof and not degrade in standing water.� Any equal product must be an instant setting spray applied membrane that is rated to be waterproof and resist ultraviolet degradation while having been tested to adhere with the modified bitumen roofing system.� An equal product should also meet the following physical characteristics: Roof system shall be UL Class A fire resistance rated Roof coating system shall be capable of withstanding indefinite periods of exposure to ponding water, without damaging the fluid-applied material or voiding the required manufacturer�s warranty. Coating must be instant setting and able to withstand exposure to atmospheric moisture immediately following application. Due to the location the coating must be able to withstand exposure to acids and salts. Material must provide severe hail resistance, when tested in accordance with ASTM 4470. Coating must have third-party test data showing FM 4474 wind uplift testing with a minimum of FM 1-150 rating, when tested over a modified bitumen membrane substrate. Material shall be considered to be vapor impermeable and measure 0.1 perms or less when tested in accordance with ASTM E96/E96M This request is not a request to be placed on a solicitation mailing list. It is for information only and is not a request for proposal (RFP) or announcement of a solicitation. The purpose of this notice is to understand the market for alternative suppliers of roof membrane replacement systems meeting the requirements above. It is the Government�s intent to specify the Triton Incorporated Trito-flex 2k spray-on rubber membrane coating and topcoat Brand Name for use in the project solicitation described above. Firms shall provide: Manufacturer's name and Unique Entity Identifier (UEI) if applicable Product data and written statement of compliance with stated requirements. Examples may be Factory Mutual (FM) uplift testing for application of your product to a modified bitumen roofing system hybrid roof system verifying the adherence properties. In addition, the patch and repair process for making modifications or repairs to roof system. Previous joint letters of warranty for similar applications providing a 25-year (or greater) manufacturer�s No Dollar Limit (NDL) warranty.� The written statement of compliance shall include necessary backup design information and supporting documentation. A list of projects in which the spray on membrane has met similar requirements for similar applications shall be provided. The list shall include the exact location of project(s) and a point of contact with phone numbers. The Government will not pay for any material provided in response to this notice nor return the data provided. Responses should be sent to eric.j.hurtado@usace.army.mil and jennifer.h.suit@usace.army.mil no later than stated response time. No other forms of transmission are requested or will be accepted.
