Description
In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.2.4, the purpose of this announcement is to inform industry of the basis for the FAA�s decision to contract on a single source basis with CAN Softtech Inc. located in Herndon, VA. The FAA Office of Aviation Safety (AVS) and Office of Information and Technology (AIT) require the continuation of new software development, additional enhancements, and operations and maintenance (O&M) support services for the Designee Management System (DMS). DMS is a single AVS system for managing all aspects of the lifecycle of individual representatives of the Administrator, otherwise referred to as designees. CAN Softtech Inc. is the current contractor providing both new development and (O&M) support for the DMS automation tool. This follow on requirement for bridge support includes the following new development and O&M tasks: a)� DMS New Development: New AVS Designee Type for AVS Air Traffic Safety Oversight Service (AOV) Designated Control Tower Operator (DCTO) designees in DMS; Designee Training System; Designee Test Generator/Performance Test Standards; Database Management; Integration of Other Systems; Report Functionality, Integration and Support. b)� DMS O&M Support: O&M for bug fixes, enhancements, security updates and technology updates; Database Management. c)� DMS Project Management Support CAN Softtech is the only known vendor capable of meeting the Government�s requirement for completion of development and deployment of the new AOV DCTO designee, as well as the other identified new development efforts under this requirement, in the timeframe needed to ensure there are no gaps in performance which could risk the safety of the flying public. Such a disruption would go to the core of the FAA�s regular safety efforts. The AVS DMS program is a very complex system of AVS business processes supporting the statutory and regulatory basis for AVS delegation programs. Delegation programs are fundamental to the AVS and how aviation safety work is accomplished in the FAA. The AVS DMS is the only system through which these designees are authorized to perform the daily work they do on behalf of the FAA and in most cases, document the work performed under their authorizations. This announcement is for informational purposes only and is not a Solicitation/Request for Proposal. A competitive solicitation is not available for this procurement. The FAA is not seeking or accepting unsolicited proposals. The FAA is not liable for any costs associated with preparing a response to this announcement.
