Description
The U.S. Army Corps of Engineers, Huntsville Center hereby provides notice of intent to award sole-source modifications to increase the total programmatic Multiple Award Task Order Contract (MATOC), by $400M from $990M to $1.39B (shared contract capacity), using other than full and open competition, on the basis of the circumstances identified in FAR 6.302-1. It is also anticipated that there will be a potential time increase as outlined below. Option Period 5: March 12, 2023 � March 11, 2024 Option Period 6: March 12, 2024 � March 11, 2025 Option Period 7: March 12, 2025 � May 31, 2025 The MATOC contract holders include: �������������� Valiant Government Services �������������� AECOM Technical Services�������������������������������������� �������������� Global Engineering & Construction, LLC� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �� �������������� Herman Construction Group, Inc. �������������� J&J Maintenance, Inc. �������������� StructSure Projects, Inc. � � � � � � � �FSI Construction, LLC��������������������������������������������������� This sole-source increase in capacity ensures continuation of Medical Repair and Renewal Services while the Huntsville Center prepares a solicitation for competition and awards a new MATOC for use by the program. The work consists of project support for medical facility repair, renovation, conversion, alteration, additions, construction, and equipment procurement/installation at Government medical facilities. The contractor may be required to survey the problem areas, evaluate and recommend solutions, develop and implement work plans in a timely manner within negotiated costs, and provide the repair/renewal/construction efforts to support the design solution. At times, the contractor may be required to provide stand-alone construction efforts without the provision of the associated services (i.e., site investigation, work plan, etc.). Individual requirements are solicited among the selected MATOC pool for award of Firm Fixed Price task orders on the basis of fair opportunity. Offerors are requested to respond to this Notice of Intent with the following information, which shall not exceed 3 pages: Offeror�s name, address, point of contact, phone number, email address. Offeror�s Business Size/Status. Would you propose as a prime contractor, joint venture, or a teaming arrangement? Is your firm capable of performing multiple contracts simultaneously in various geographic locations? List the States in which you have the capacity to perform work. Interested parties may identify their interest and capacity to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination not to compete this requirement, is solely within the discretion of the Government. Only written responses will be considered. All responses should appear on company letterhead and include at a minimum, affirmation of active registration n the System for Award Management, the firm�s Data Universal Number System (DUNS), and any applicable processed credentials and qualifications. All responses should indicate whether they are a large business, small business, small-disadvantaged business, 8(a) concern, women-owned small business, Hub-zone, service-disabled veteran owned small business, or qualify as socially or economincally-disadvantaged, and whether they are U.S. or foreign-owned. Reponses shall be furnished electronically to the contact listed below no later than 11 November 2022. No phone calls will be accepted in relation to this notice of intent.
