11/10/2022 The purpose of this amendment to the Pre-Solicitation Notice is to attach the Site Visit Attendees List. The Government also wants to clarify that if based on the questions received additional time is needed for the Government to respond and/or for industry to incorporate any changes an extension will be provided at that time. The Government will issue an amendment at that time that would provide notice of the extension to industry.�� -------------------------------------------------------------------------------------------------------------------------- 11/2/2022� The purpose of this Pre-Solicitation Notice update is to attach the draft sections L and M, draft SOW and provide a schedule update for planning purposes. While NASA initially indicated a Final RFP release date of November 1, 2022, that anticipated date is now being pushed to on or about November 15, 2022. The site visit will remain on November 8, 2022; however, this update now provides the times as 9:00am to 12:00pm CST. This also changes the anticipated length from one hour to 3 hours. Please see this change in Section L.5 of the Draft Section L and M that is attached. ------------------------------------------------------------------------------------------------------------------------------ National Aeronautics and Space Administration (NASA) Langley Research Center (LaRC) plans to issue a Request for Proposal (RFP) for the Johnson Space Center (JSC) Grounds Maintenance and Pest Control Services III (GMAPS III) follow-on procurement. This procurement will provide basic grounds maintenance and pest control support services for facilities located at JSC, Ellington Field (EFD), the Sonny Carter Training Facility (SCTF), and the JSC Barge Dock Facility in Houston, Texas. The proposed services will include grounds maintenance (grass mowing, edging and tree and shrub pruning), pest control services (pest identification and control, pesticide and herbicide handling and chemical usage reports) and IDIQ task orders (hurricane cleanup, mosquito control and plant new trees). LaRC will serve as the buying office for this procurement. Once the contract is awarded, the contract will be administered by JSC employees. � The Government does intend to acquire a commercial service using FAR Part 12 and 13.5. Key Elements of the approved GMAPS III procurement strategy include: The contract type will be Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ). GMAPS III will have a 5-year period of performance (2-year base followed by one 2-year option and one 1-year option period). This acquisition is a 100% 8(a) small business set-aside. The NAICS Code and Size Standard are 561730 and $8.5M, respectively. The anticipated release date of the RFP is on or about November 1, 2022, with an anticipated offer due date of or on about December 2, 2022. A site visit will be held on November 8, 2022, at NASA Johnson Space Center, 2101 NASA Parkway, Houston TX 77058-3696. �The anticipated length will be one hour. A van will be used to transport attendees around JSC. In order to attend please contract Florence Ahadzie at Florence.A..Ahadzie@nasa.gov and cc: natasha.j.king@nasa.gov no later than 1:00 PM EST on Oct. 28, 2022. In the body of that email please include the company name, the names of the attendees and if any special accommodations are required. There is a maximum of 2 attendees per company. No photographs/recording during the tour for security reasons will be allowed. All responsible sources may submit an offer which shall be considered by the agency.
