Description
The National Institutes of Health, Office of Research Facilities - Office of Acquisitions (NIH, ORF-OA) intends to award a Multiple Award Construction Contract (MACC). The contracts will be awarded as Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts with a base ordering period of five years. Task orders will be awarded as firm-fixed-price. The MACC is for construction and design-build efforts at the National Institute of Environmental Health Sciences in Research Triangle Park, North Carolina. Task orders for design only shall not be placed against the contract, but Architect-Engineering services related to design-build task orders may be required. The solicitation for the MACC will be restricted to eligible 8(a) firms.�The acquisition will be conducted in accordance with FAR Part 15, Negotiated Procurement using the Best Value Trade-off Process. The Government will consider technical factors and price as the basis for selecting awardees.The Government anticipates awarding contracts to those firms whose proposals are determined to be the most beneficial to the Government. Subsequent (individual) task orders will be awarded pursuant to FAR 16.505 - Ordering, the contract terms and conditions, as well as task order requirements including the designated Statement of Work. NIH, ORF-OA intends to issue all documents to include the initial solicitation, amendments, clarifications letters, and other applicable documents electronically. Offerors are solely responsible for obtaining solicitation documents from SAM.gov website. Hard copies of the solicitation will not be provided. Offerors must be registered in the System for Award Management (SAM) in order to be eligible to receive an award from this solicitation. Contractors may obtain information on registration and annual confirmation requirements via SAM.gov. The applicable North American Industry Classification System (NAICS) code for this acquisition is 236220 - Commercial and Institutional Building Construction. This is a pre-solicitation notice. It is anticipated that the solicitation will be issued on or about Wednesday, November 23, 2022 on SAM.gov.
