- REQUEST FOR INFORMATION (RFI) 52800RFI23_CGMIX/VIS Issued by the U.S. Coast Guard, C5ISC Kearneysville, WV SCOPE OF WORK The purpose of this RFI is to obtain industry feedback and capability in the area of current market advancements in the collection of data sets and maintenance of a Vessel Identification System (VIS) in order to share state vessel registration and federal vessel documentation information with law enforcement officials and state registration & titling authorities. The primary purpose of this system is to serve as a centralized source of vessel information that can be accessed for various law enforcement purposes ranging from homeland security to serving as means to help deter vessel theft, particularly where vessels are crossing state lines. SPECIFIC TASKS The population and maintenance of the Vessel Identification System (VIS) in a format that can be uploaded into the existing VIS, see Attachment 1-VIS Data Dictionary.� The VIS information shall include identification of the vessel, identification of the owner of the vessel, and identifying the state in which it is titled or numbered.� The vendor will obtain the monthly �Merchant Vessels of the US� report from the Coast Guard, merging that data with the state dataset, and providing a weekly report via FTP to the Coast Guard.� Specifically: Each weekly file will be delivered via secure FTP and will include updated vessel registration data from every state and territory that Has formally agreed to participate in VIS, and Is able to provide updated data� Each week�s file will include data from different states as data is available If states go offline periodically, every effort will be made to get the states back online without compromising the data already in VIS Each month, the vendor will obtain a monthly Merchant Vessels of the US file from the Coast Guard and merge it in with the state dataset Provide a point of contact able to address and rectify technical issues during normal working hours (Monday � Friday, 0800 � 1600) GOVERNMENT FURNISHED EQUIPMENT This contract is for the procurement of dataset services only to support the USCG VIS system.� There is no hardware or software with this procurement. Requested Information Respondents interested in providing a response to this RFI should submit information which clearly describes the following:� Previous work experience or other qualifications that demonstrate the capture of data necessary to fulfill the requirement Size of current database (number of records) Age of current database (when was the database established) List of states and territories that participate (via signed Memorandum of Agreement/Understanding) in providing data for the database How often are the records updated from the state and/or territory Any industry input or recommendations to attain cost saving utilizing industry best practices and technology that in not currently utilized by C5ISC. Business Size in accordance with NAICS Code 518210.� The expression of interest should state whether the concern is a Large or Small Business, and identify if Small Business: �Disadvantaged Business, HUB-Zone Business, Women Owned Business, 8(a) certified small business, Veteran Owned Business, Service Disabled Veteran Owned Small Business and business size under the potential NAICS. Any other information your company feels is pertinent to this RFI. Responses Responses to this RFI should be e-mailed as either a pdf or MS Word attachment and must include the following components: 1.�� A cover letter which included the contractor�s name, point of contact, address, phone number, fax number, Unique Entity ID (UEI) number, and CAGE code. 2.�� A capabilities document and statement from the contractor stating that the required services can be provided� in accordance with the Scope of Work and Specific Tasks of this RFI.
